I killed the crazy guy in the bar in Valentine (turns out his name is Jon) for his racoon hat. He took like a dozen bullets to kill, but I finally did it and got away. Then a couple days later he ambushed me in the staircase of the Valentine hotel. Is he going to keep respawning and killing me forever? It would be both hilarious and annoying to have to keep putting him down.

There may be a few ways he can disappear. He isnt in my current playthrough but I had knocked him out twice and after that he never came back. It could just be a glitch but you may have to rough him up a bit before he stops coming.
I have killed him as well and he respawned after 3 days. There are around 4 encounters with him if i am not mistaken. Just don't wear the hat if you don't want to get attacked out of nowhere. He even came to fight me into General Store one time just 'cause i had switched to his hat in the wardrobe. 152ee80cbc
