Regular Show is an animated television show created by J.G. Quintel for Cartoon Network. It aired from 2010 to 2017, being one of the network's flagship shows at its moment. The show follows the adventures of Mordecai and Rigbone "Rigby", an anthropomorphic bluejay and an anthropomorphic racoon, two slackers, who work at a park but constantly get involved in "regular" situations that end up unleashing chaos and it's up to them to save the day.

Despite having only one major appearance, Hector is shockingly presented as one of the show's most realistic villains: he acts like a drug dealer who can act friendly to you, but as long as you don't displease him. However, the most realistic aspect of him is what he does with his business: it turns out that he secretly has a factory where his associate Armando orders his employees to fill the chiles rellenos with powder. Okay, this isn't realistic, as powder is intoxicating and can kill anyone who consumes it, but it's more than clear that this represents drug trafficking. What's worse is that his factory has the typical signal that says how many days have been without accidents, but instead of saying that, when the groundskeepers see it, it says that there have passed forty five minutes without deaths. So yeah, the working conditions of Hector's factory are so horrible that his workers die. Once the gang finds out about this, he does what a drug dealer in this situation do: silencing them to prevent the authorities from finding out, though he fortunately fails.

Unlike other villains, however, Hector shows plain sadism. I don't say that other villains aren't sadistic, but Hector's sadism is taken to great levels due to how he displays it. When he decides to kill Muscle Man, Mordecai, Rigby and Hi-Five Ghost so they will not rat him out to the FDA even though Muscle Man promises him that they will not do, instead of killing them quickly, Hector jokingly assures Muscle Man that they will not do so because he is gonna blow them into "little Muscle Man pieces" and leaves them chained to a bench alone in a room with six ignited chiles rellenos to blow them up. Not only that, but he just goes to the adjacent room to witness through a window how they get blown up into smithereens and laughs at their predicament. Sounds exactly like what a Saw villain would do, right?

Another way in which he differs from most villains in the show is how they just go after the main characters who wrong them for vengeance. By contrast, Hector is willing to even harm people who didn't do anything to him. When he tracks down the gang to the Park, he decides to kill them all for ruining his business, but promises that he will blow up Benson and later Muscle Man and his friends, including Skips, even though Benson and Skips didn't know him and didn't do absolutely anything to warrant his rage. I think this is partly why he is a better candidate than the Night Owl, as he just targeted four person and didn't try to kill them. Hector even tries to kill them in such a cruel way, by shooting them a firecracker in front of the public gathered to see the fireworks, proving at what lenghs he can go to get his revenge.

He also shows no care for anyone, not even those he calls friends: he got along with Muscle Man sometime before the events of the episode, but even before the groundskeepers discover his "secret recipe", Hector is shown to mistreat Muscle Man a little by first threatening Muscle Man for asking for fireworks the 4th of July, later yelling at him for not giving him the amount of money he wants, shaking him away when Muscle Man pleads him to give them the fireworks, even calling him "filthy dog", proving that he doesn't really respect his friends. He also doesn't care for his henchmen, given how they seemingly die due to the chile relleno bomb and he just seems concerned that his business was ruined. He also has his associate, but it's never confirmed if he cares about Armando or if he is just a pawn in his business.

I explained this in the Night Owl's rejected proposal, so let's get straight to the point. In this show, most of the villain are obsessive jerks who will not stop at anything to get what they want, destructive paranormal beings summoned by the main characters or people whose goals are ruined by the protagonists. Now let's see the worst of these villains. The worst of the worste are Anti-Pops, Internet and the Future Mr. Ross, who all threatened the universe. Hector can't be compared to them, consequently. Now let's see Quillgin and Natalia, who wanted to destroy Christmas and starting a new war respectively. They still had more resources than Hector, being the former an ex-worker of Santa Claus and the latter a Russian spy. Hector has resources, but not as much like the others, though definitely more than those of the Night Owl, my rejected candidate, who is remembered as one of the evilest characters in the show.

What Hector does? He just has a smuggling operation in which he smuggles powder into chile rellenos he later sells to thousands of customers, which likely intoxicates and kills countless people. To do so, he forces people to work for him and Armando in presumably deplorable conditions, as his factory states that there hadn't been deaths for a while. Once Muscle Man, an associate of his, and his friends discover his operation, he resorts to trying to kill them by trying to blow them up with a chile bomb and when they destroy his factory, he trakcs them down and tries to kill them all with a firecracker (proving that he's much more heinous with villains with lesser resources such as the Night Owl, who just targeted four people). This definitely allows him to stand out in comparison to most of the show's villains, who will go after the protagonists just to steal tickets for a concert or fuzzy dice with diamonds inside, win a rap battle, force them to be elegant at their restaurant, freezing them forever just to be famous, etc.

The main reason Hector doesn't qualify for PE status is plain and simple: like mentioned before, he fails the Heinous Standards of the show: "Earthly" villains like Quillgin and Natalia, who lacked the resources the most dangerous had, did so much more than him by attempting to commit terrorism, which prevents Hector from standing out. However, in comparison to these villains, Hector has much fewer resources, so this is a minor prevention.

Another reason is that Hector's worst crime relies in pure Fridge Horror: while smuggling powder into his chille rellenos is illegal (given how the four protagonists are horrified at discovering that and that Hector says that he can be arrested for it), it's never shown if his intoxicated chiles have killed someone. Hector is shown eating one, but as a cyborg, maybe that's why it doesn't affect him. His factory also implies that most of his workers constantly die due to the miserable working conditions and how a signal says that there have been forty five minutes without deaths, but we don't know how many.

For a one-shot villain in this weird cartoon, I think Hector is easily one of the worst and most realistic villains this show ever offered, but it's up to you to decide whether or nor she should be approved as NPE or not.
