So the thing is that in my home state, there are 4 different colours of ration card based on income levels...pink, yellow, blue and white. White being for general population with sound financial status. So my question is how to get a similar ration card in DELHI? IS there any counterpart for white card in Delhi?

A. Any person permanently residing or intending so to do in the National Capital Territory of Delhi (NCTD) who desires to have a Household Consumer Card (HCC), commonly referred to as Permanent Ration Card (PRC), can be issued one if he, or some other person on his behalf, is not already in possession of such a card, or if name of any member of his family is not included in another HCC.

A. Household means a family unit living together in one building or portion of the building held in possession of any member of the family as resident and maintaining a common kitchen and includes person so living together, whether or not dependent on the holder of the HCC. Accordingly, a person living with you can get a separate consumer card only if he establishes that he has a separate kitchen.

The One Nation, One Ration Card (ONORC) platform will be available across the country very soon, Union food secretary Sudhanshu Pandey said on Monday. Delhi, West Bengal, Chhattisgarh and Assam are yet to implement the programme, which allows mobility of in-kind benefits, such as food subsidy. It is operational in 32 states at present, he said.

The digitization of the PDS, which is a network of nearly 500,000 fair-price outlets, allows a beneficiary, such as a migrant worker, to access her share of subsidized ration from anywhere in India regardless of the place where the ration card is registered. It can also be printed by the beneficiary from anywhere.

Addressing the gathering, Mr. Kejriwal said his government was committed to eradicating corruption in PDS and assured that strict action, including registration of criminal cases, would be taken against those found guilty. No one indulging in diversion and blackmarketing of ration would be spared, he added.

Government records seen by HT said that in the three days since the scheme was notified in Delhi, around 430 ration card holders registered in other states have availed food grains here. Of these, around 400 availed rations on Thursday, 28 on Wednesday and only two on Tuesday.

Delhi has 1.78 million ration card households, which translates to around 7.2 million beneficiaries. According to government estimates, migrants with ration cards registered in other states will add another 200,000 households, translating to around another million beneficiaries.

In June, when a pilot of the scheme was initiated engaging 42 fair price shops in the city, 373 ration card holders from other states availed its benefits. Of the total such card holders, 212 were from Uttar Pradesh, 150 from Bihar, and the remaining were from Haryana, Punjab, Madhya Pradesh, Uttarakhand, Odisha and Jharkhand, showed government records.

The survey, undertaken by Delhi Rozi Roti Adhikar Abhiyan (DRRAA) between January 11 and 13, checked the status of distribution of rations to economically-vulnerable people at 62 out of the 282 schools designated as distribution points. The Abhiyan wither visited the centres physically or contacted them telephonically.

The organisation also pointed out the importance of providing these rations given the rising number of COVID-19 cases in Delhi during the ongoing wave as several restrictions have been put in place which are adversely impacting the economic activities and livelihoods of many already marginalised communities.

The activists reminded Kejriwal that during the previous waves and ensuing lockdowns, the Delhi government had adopted a non-PDS scheme for providing rations to such people and had following directions from the Supreme Court and Delhi high court also enhanced the quota of number of people to be covered under the scheme.

The letter added that even when people have applied for ration cards, the applications remain pending for months, or even years, owing to the quota for coverage under the Public Distribution System for the state being exhausted. It said ration card applications from nearly 2 lakh households were pending with the Food and Civil Supplies department of Delhi government.

As such, the DRRAA members have urged the Delhi government to immediately ensure adequate supply of foodgrains to the designated distribution centre and to provide ration on a monthly basis to people who do not possess ration cards.

The Delhi High Court on Wednesday granted time to the Centre to state if the financial benefits under Rashtriya Arogya Nidhi (RAN) can be extended to a person on the basis of a document other than the ration card to show the financial status of the family.

Justice Prathiba M Singh passed the order while hearing a petition by a woman suffering from Aplastic Anaemia, whose request to AIIMS for financial aid under the scheme was rejected on account of non-availability of a ration card.

The court was informed that despite being a resident of the national capital, the petitioner does not possess a ration card as the limit set on the number of ration cards by the Centre has been exhausted and the Delhi government's request to increase the threshold has been turned down by the central government.

"It is clear that there appears to be an impossibility for the petitioner to submit the ration card to avail the treatment. Under such circumstances, the court directs the Union of India to consider as to whether there can be some other document that can be submitted by petitioner to satisfy the condition of establishing that the income level of the entire family is within the limit prescribed under the scheme," said the court.

The petitioner has said the mandate under RAN to provide a ration card, besides an income certificate, when one of the documents is sufficient to prove the financial status, is "arbitrary, discriminatory, unconstitutional, illegal, irrational, having no nexus with the object underlying therein, opposed to public policy and contrary to public interest".

The plea has claimed that on account of the Centre "not extending new ration cards beyond the limit of 72,77,995 persons", the petitioner's family could not be issued a new ration card for no fault of their own.

While issuing notice on the petition, the high court had orally observed in August last year that without a ration card, the petitioner would not get the benefit under RAN, which would defeat the scheme itself.
