Voucher Payment Standards (VPS) and Utility Allowance Schedules are the maximum amount of subsidy NYCHA will pay to the owner on behalf of a voucher holder. NYCHA's payment standard schedule is based on the Fair Market Rent (FMR) for each unit size established by HUD. These standards can be set between 90% and 110% of the published FMR.

As a general rule, the University does not disburse funds unless the disbursement is supported by a commitment voucher (a purchase order, university contract, travel authorization, etc.). This Procedural Statement outlines when a commitment voucher is not required in order to process an invoice. In these situations, the payment request may be submitted directly with the designated form.

Voucher typists in Accounts Payable prepare electronic VP1 payment documents for materials ordered through POINTPlus and delivered to Central Receiving. These VP1 payment documents are reviewed by voucher auditors in Accounts Payable for accuracy, completeness, and compliance with University, State, and Federal guidelines and regulations.

The ordering department initiates the electronic VP1 payment document for materials ordered through POINTPlus and not delivered to Central Receiving. If not a post-payment, these VP1 payment documents route forward electronically to be reviewed by voucher auditors in Accounts Payable, Travel Services and/or Independent Contractor/Tax Services. If you file your return electronically you can submit your payment by ACH Debit. Enter your account number and the routing number of your bank or financial institution into the secure online form. Be sure to double check the numbers and match them exactly as errors will result in processing delays, and additional interest and penalties may accrue. ACH debit payments are processed within one business day of submission. If you prefer, you may schedule your payment for any day up to and including the due date of your return.

If you file your return electronically and submit your payment by check or money order, you must complete and attach Form IN-116, Income Tax Payment Voucher with your payment. Payments submitted without a voucher may be lost or misdirected which can result in late payment penalties.

Federal banking regulations have imposed additional reporting requirements on all electronic banking transactions that directly involve a financial institution outside of the territorial jurisdiction of the United States at any point in the process. These are called International ACH Transactions (IAT).


At present, TAX does not support IAT.


If an international transaction is processed by TAX as a domestic transaction, it may be rejected by the taxpayer's bank, subjecting the taxpayer to late penalties.


By instructing TAX to process the electronic banking transaction, you are certifiying that the transaction does not directly involve a financial institution outside of the territorial jurisdiction of the United States at any point in the process.


If any transaction is IAT, payment will need to be made using a paper check or by ACH Credit. For information about ACH Credit, please refer to TAX's Electronic Payment Guide.

The following forms and information are for use in Oakland County by Court Appointed Attorneys, Guardian Ad Litems, Guardians, or Independent Evaluators not appointed through the Indigent Defense Services Office (IDSO). If you were appointed on an adult criminal case through IDSO please submit vouchers using the IDSO form.

You should send your payment along with the payment voucher included in the letter to ensure that your payment is processed timely. You should write your Claimant ID number on the check or money order that you send. Do not send cash.

If you prefer to make an electronic payment online, you can do so by logging in to your account at www.jobs.state.nm.us.

Payment vouchers (also known as a VP7) are generated for each ProCard by the Central ProCard Office, occurring at the close of each billing cycle period. Within this document, individual transactions are charged to the allowable account number. Documentation for each transaction that occurred during that timeframe must be reviewed thoroughly before being final approved.

All roles in payment voucher processing are tasked to ensure that all ProCard usage is in compliance with ProCard policies and procedures. If an issue arises, and the payment voucher is at risk of not being final approved by the designated deadline, this information must be communicated to both the Cardholder and the Central ProCard Office. The roles and responsibilities involved in the payment voucher process are as follows:

An allowed object code needs to be entered into the payment voucher for each individual transaction. The purpose of the item being purchased should always be considered when determining which object code fits best.

To see which object codes are permitted on the account you are using in the payment voucher, you may reference the GO7 function within *DEFINE. You may also find the appropriate object code by using the CROSSWALK within POINT Plus to cross reference the commodity code assigned to a keyword within the POINT Plus Search feature. 1000 is not a valid object code. ff782bc1db
