His passbook and ROR reflected this correctly for many decades till recently.

He was issued the new E Passbook and Dharani too dawned upon the state to the great misfortune of Meenaiah.

His E passbook only records 2-38 Guntas of land and only that extent is reflected in Dharani portal.

His remaining Patta land of 3 acres 38 Guntas has disappeared mysteriously from the record.

He has sent representations to everyone that matters, beginning with MRO, RDO and Collector to The president of India and all dignitaries in the state about his troubles, but to no avail.

The people to whom he sold earlier and who were issued passbooks also did not get new passbooks. In Dharani their land has completely disappeared. They keep visiting Meenaiah regularly and go to MRO and collector who say Dharani does not allow them to rectify mistakes. In this manner people whose names or survey numbers or correct extents are not registered in the Dharani portal, passbooks or correct passbooks are not issued are unable to exercise their rights over their land.

Telangana land records can be accessed by using a survey number on the Dharani App, a passbook number to locate your passbook Dharani data, and so on.

About 34,666 grievances were received stating that a particular survey number or sub-division was not appearing in the website. During Land Records Updation Programme (LRUP), no pattadar passbooks could be issued for these sub-divisions and survey numbers. To carry out corrections, the District Collectors are likely to be authorised.

With regard to correcting variations in extent of land, the Dharani received over 16,000 grievances. While the issues can be addressed only during a comprehensive digital survey of land, the Cabinet sub-committee found that certain clerical mistakes needed to be corrected by referring to previous records. For the purpose, it has reportedly recommended to carry out a field survey initially and create a module available for rectifying these issues.

Though transactions by and in favour of multiple parties are legally permissible, the Dharani software currently supports only a single buyer and a single seller. Further, the buyer must be present and offer his/her biometrics during the agricultural land registration. Though it is legally permissible, there is no provision for purchases in representative capacity or Special Power of Attorney (SPA) by purchasers. The Cabinet sub-committee suggested creating new modules which enable transactions with multiple buyers/sellers and also allow buyers like NRIs or physically challenged persons to be represented by others through legal provisions like SPA.

The sub-committee also recommended for a provision for incorporation of fresh Occupancy Rights Certificate (ORC) or the protected tenants (PT) certificates on a case-to-case basis. It was suggested to create a module to merge two or more khatas of a pattadar in the same village. A succession module was suggested for lands in agency areas, apart from modifying the existing module of General Power of Attorney (GPA) where the pattadar passbook number of the executants is unavailable.

Dharani is an integrated land records management system run by the Government's Chief Commissioner of Land Administration. The portal promised total land transparency, comprising modernization of land records, land registration, sorting of survey numbers, updating physical records, online land documents, lists of liabilities, online mutation, market valuation, and most importantly, the issuance of New Pattadar passbook by the Telangana Government under the new Telangana Rights in Land & Pattadar Passbooks Act of 2020 after the completion of Land Records Updation Programme (LRUP, 2017).

However, Dharani records conflicted with previous land records, such as Pahanis and Record of Rights (ROR) documents and old Pattadar passbooks, which were the result of a long line of struggles. Every column and every detail captured and stored in those documents marked the victories of the peasants over the landlords, along with the history of difficult sacrifices that the farmer and tenant communities had to make.

Land-owning farmers who may not have the new ROR1B in their name often possess the 'old passbook' issued before Dharani. These are not recognized anymore unless the landowner's name appears on the Dharani portal. To resolve this, landowners run around revenue offices and Mee Seva centres, often facing physical hardships and misconduct by officials. The citizens also realize that their efforts are unnecessary; the so-called 'corrections' in the ROR are for mistakes that never existed in the first place.

Two examples illustrate this. Firstly, the Telangana High Court intervened in July 2022, in the case of a small and marginal farmer whose land was wrongfully added to the list of Prohibited Land. This case took place in the Chief Minister's own assembly constituency of Gajwel in Siddipet district. Secondly, the Telangana High Court pulled up the district administration for deleting the names of 76 tribal farmers after they received Dharani passbooks. They even stopped receiving Rythu Bandhu after their names mysteriously disappeared from the Dharani portal.

A digital database of agricultural properties has already been created and Pattadar passbooks (green) have been issued. Now, a similar database is proposed to be created for non-agricultural properties for which maroon colour Non-Agriculture Immovable Property Passbooks (NPBs) will be issued.

The maroon passbooks will be printed with state-of-the-art security features. The data furnished by property owners will be stored in encrypted format on dedicated state government servers and will be used solely for the purpose of Dharani.

Several problems and issues are reported in the issue of new pattadar passbooks in Telangana State. The distribution of new passbooks has almost stalled due to various reasons. About 5 lakhs passbooks have to be distributed to the farmers across the state.

Pattadar passbook is mandatory to get benefits under centrally sponsored PM Kisan Yojana scheme. Central Government will give Rs.6000 to each farmer based on their passbook data. This led the farmers to visit tahasildar offices frequently.

Rythu Bandhu scheme of Telangana Government is also implemented based on the land data in passbooks. Several farmers who did not get passbooks but have land ownership were not able to get benefits of Rythu Bandhu scheme.

Along with passbooks issues, Dharani website is also creating troubles for the farmers. There are several mistakes in the land survey records of Dharani portal. These mistakes have to be corrected only with the approvals of RDO, Tahasildar and JC. Issue of passbooks is further delayed due to this problem.

You can approach the revenue department with an application to transfer the name in the pattadhar passbook to your name from the original owner name on the basis of the documents that you possess to prove that the property was on your name and your possession and enjoyment after you had purchased it long ago.

If the revenue department rejects your application then you can approach court with a suit for declaration of title to your name on the basis of adverse possession and documentary evidences to prove your possession with a direction to revenue department to transfer the pattadhar passbook to your name. e24fc04721
