I have an EBC-NCL certificate dated 23-05-22. It doesn't mention any expiry date. I tried googling but getting randoms infos. Some sites say state NCL certificates are valid for 3 years where as my friend is saying it is valid for only a span of a year, as you havw to renew income certificate every financial year.

The 'creamy layer' categorization was meant only for the OBCs until 30 September 2018 but now are also applied to the Scheduled Castes and Scheduled Tribes,[16] it was argued that it is not on economic basis rather on the basis of untouchability or backwardness. This applied only in reservations in promotion and rest remain the same.[17] In December 2019, the central govt has appealed in Supreme Court against the previous order of applicability of creamy layer to the SC/ST quota.[18]

Former Prime Minister V.P. Singh introduced the Non-Creamy Layer Certificate, also known as the Other Backward Class Certificate, in 1993. Within the Central Government and Public Sector, a portion of jobs were allocated to people with this certificate.

In Tamil Nadu, the latest limit for non-creamy layer status for Other Backward Classes (OBCs) is an annual income of up to Rs. 8 lakh for the financial year 2021-22. This limit is reviewed periodically and subject to change based on government policies and recommendations.
