The principal photography of the film commenced during early parts of May 2018 and the post production of the film completed in around July 2018. The title teaser of the film unveiled in June 2018. Raju Saravanan also known as Saravana Rajendhiran who previously worked as an assistant director of Raju Murugan made his maiden directorial venture through this project, while the story and dialogues of the film were written by director Raju Murugan.[4] Debutant Madhampatty Rangaraj was chosen to play the male lead role and later Bollywood actress Shweta Tripathi was signed to play the female lead role whose role is assigned to be a stage circus performer in the film.[5][6] Shweta Tripathi made her Tamil film debut through this venture. The reports also revealed that an elephant has also been selected to feature in pivotal role of the film, as revealed by the film's title.[7]

The director revealed that the real-life circus performers were hired to play other uncredited characters as part of the circus-related sequences.[8] The film was shot in Kodaikanal backdrop, but was also shot in Mumbai, Dindigul and Karnataka.[9] The official teaser of the film was released on 6 January 2018 by actor Karthi through social media.[10]

While we are being set up for a romantic story taking place in 1992, a commentary on the liberation of women is subtly interwoven. Jeeva's father(Maarimuthu) is a man who puts his caste ahead of his life. Jeeva's mother is trapped in a failed marriage and all she does is embroidering ducks on pieces of cloth. Things are different in Mehandi's family. She is a target girl for a knife-throwing stunt in a circus troupe, following the footsteps of her mother and grandmother, or rather being forced to. In Mehandi's words, "My grandfather forced my grandmother to do this. My father forced my mother to do this. But, you're the only one who asked if I like this or not." The knife-throwing board is a metaphor to their lives - They are stuck in the middle, risking their lives, while men keep throwing knives at them.

There is a dialogue in the film that says "Life is like a circus, there is a knife on top of our heads. For one, it is his caste, for another, it is love, and for some, it is embroidering doves." Similarly, Mehandi Circus too has a knife hanging above, but the film doesn't worry about it and comes across as an honest piece of art that makes you feel good.

A romantic drama, it tracks the tumultuous love affair between the son of a local bigwig and a girl from a travelling circus troupe. The plot is not a new one and there are many moments where we get a feel of Deja vu. But debutant director Rajendran (elder brother and directorial assistant of Raju Murugan who has penned the story-dialogue), has made an attempt to infuse freshness within the framework, the film having its poignant moments.
