Mark we can confirm what you state in your IT notes, that cisco products frequently don't let go of audio drivers, so switching from webex meeting to teams, frequently fails due to webex still "owning" the audio devices.
As for your microphone issues, I'd completely uninstall your audio drivers then reinstall, sometimes the driver sticks the input low on the mike even though the windows setting states boost or what have you. We had a ton of Lenovo's that got finicky about their audio drivers, specifically older i5 X1 carbon laptops.
