If that's the case i'ma say Disbelief, cause he still has another phase and his phase 3 lasts about as long as LB, both utilize single turn attacks in their phase 3, and like I already said Pap still has his 4th phase, and he's likely to last a pretty long time due to him having no LV and Sans only doing 1 damage while pap has over 600 hp.

Someone who has no LV like Papyrus would only take 1 damage, additional hits from sans' attacks convert to KR, but we already established pap would not take KR damage, therefor Sans would only do 1 damage to Papyrus who has 600 hp.
Okay, so first off, the number of phases is kind of a weird thing to use. Depending on the phase, the character's power can fluctuate in any number of ways. For instance, I'm pretty damn certain that LB phase 2 (the original) is weaker than phase 1/classic Sans due to it just being Sans on his last legs with a literal fraction of his HP. He only really gets stronger at phase 3, when Gaster amps him.
Anyway, LB (especially at phase 3 where things are actually different) has better hax than Disbelief, but Disbelief has better stats and isn't a slouch in terms of hax either. He can actually control his opponent's stats to some degree (at least in phase 3), as shown by him actively increasing your max HP. Him being able to invoke his dead friends also gives him a decent bit of variety. (Also his second phase isn't him being just about dead so there's that)

Last Breath Phase 4 is said to be the result of Error attempting to manipulate and possess Last Breath Phase 3 from Gaster.
