I have a requirement to export the User Stories from Rally with their attachment files. However, the only listed way of export is .csv file which doesnt support attachments. In fact it does nt even list the attachment column in list view,
In order to create a CSV file, go to the Rally's summary page and from the "actions" menu select the "CSV" option. Save the resulting file. This kind of export will only contain the data visible on the summary page. If you want to export all data you need to create a custom view first. Refer to Rally's documentation for help.

Regarding your question about how to get daily updates from Rally. Please have a look at Rally documentation about daily updates you can pull via todays date or something. In Power Automate you can set a trigger interval as daily, hourly or minutes for pulling the data.
