The book follows an ensemble of protagonists who are investigating what at first appear to be freak events related to the world's oceans. A new species of marine worm works together with bacteria to destabilize the continental shelf, causing a megatsunami which kills millions and severely damages the coastal infrastructure. Whales and sea-borne mussels band together to attack and incapacitate a commercial freighter. Swimmers are driven from the coast by sharks and venomous jellyfish. Commercial ships are attacked and sometimes destroyed. France sees an outbreak of an epidemic caused by contaminated lobsters.

General Li and a small group of scientists take to the sea on the helicopter carrier USS Independence in an attempt to find the yrr and make contact with them. They discover that the yrr are single-cell organisms that operate in swarms, controlled by a single hive-mind. The scientists have some success in investigating the yrr and make limited contact. The attacks do not cease.

The epilogue reveals that a year later, mankind is still recovering from the conflict with the swarm. The locusts continue to multiply at rapid rate, allowing Virginie to sell large quantities, however, she must continue to supply them with blood and flesh. Laura is frustrated by her mother's increasing obsession with the locusts, and in a fit of rage, tears open one of the greenhouses, which allows a swarm to escape. Gaston is in a truck nearby with his goat Huguette tied in the back. Attracted by the goat, the swarm attacks the truck and when they leave, Huguette is nowhere to be seen.

Virginie tries to stop him and put out the fire, but they notice that the locusts have escaped and begun to swarm, attacking the house in which Karim and Laura have hidden. Virginie hears Laura screaming and runs into the house, finding Karim covered and being eaten by locusts. Laura escapes from the house and runs into a nearby forest, followed by Virginie.

Laura is chased by the swarm and hides under an overturned boat on a lake. The swarm begin to cover the boat, the weight of them pushing it down and starting to drown Laura. Virginie sees this and cuts open her palms with a pocket knife, covering her face with her blood and beckoning the swarm towards her. The swarm attack Virginie, leaving Laura be. When Laura realises what has happened, she swims out from underneath the boat and swims towards her injured mother, taking her into her arms. Virginie clings to her daughter in the water as the swarm dissipates above them and dawn breaks.

The story starts with the disappearance of fishermen in the coast of Chile. Then whales start attacking people at the Canadian coast, something which is unheard of. Strange eyeless crabs invade multiple cities in the U.S. A lobster ends up in a restaurant kitchen in France, and it is infected with something strange and the chef who is trying to cook it dies. This leads to further infection and an epidemic. In the North sea, at the place where the Norwegian oil wells are, strange worms start appearing near the wells. This last thing leads to a big disaster as the continental collapses there leading to a huge tsunami. Scientists investigate these strange happenings, initially separately, and then together. They suspect that all these strange happenings arise from a common cause. Then the stunning truth is suspected and revealed and what happens after that forms the rest of the story.

The Swarm was originally expected to start filming in 2019, but the development of the series and production prep took longer than expected, then filming was delayed a year due to the pandemic. Filming finally began in the summer of 2021 and took place in Italy and Belgium.

The danger of diving doesn't deter Packard. He takes pride in being one of the last lobster divers on the Cape, maybe even the country, who makes a living this way. He hopes this film lets people know they can pursue their passions.
