Download Fabric Installer 1.20.2

I'm currently trying to use vanilla 0.5.034 for 1.14.4 and I download it, double click it and click yes and all that but the Fabric installer does not pop up. I have tried and tried again to get it to pop up but it won't.

So I followed the steps and everything copied over but when I try to run it the server will just fail when it says fabric is preparing JARs on first launch. I am using Mojang 1.16.5 as the profile and followed the steps as listed above. I made sure to set the Java settings to the fabric-server-launcher.jar as well and have made sure the server has 4 GB of ram available to it. Is there something I am missing?

So to rephrase, does anyone extract MSI from PBD exe installer to package and deploy on mass scale(example: MECM), and if so, why? What are the benefits of doing that over using the EXE installer as is?

I'm standing up an MDS 9124DS switch and am wanting to setup some alias's for the zones. Device Manager is running, but I dont really see where to create alia's for zones. the switch is not plugged into the fabric. I attempted to install FM and received the following error:
