Each certificate and endorsement has different requirements related to the safe transportation of a specific passenger group or hazardous cargo. In general, each certificate or endorsement requires special training and testing. Each also requires higher medical standards and driver record standards than a class C non-commercial DL.

Example: A driver with a specified sex offense may have a perfect driving record and excellent driving skills. However, the driver does not qualify for an SB, SPAB, YOB, GPPV, VDDP, AMB certificate or TTD clearance. Such a driver should not be in charge of vulnerable passengers, such as children or ill, injured, or unconscious adults.

Example: A Class C driver with an otherwise clear driving record receiving a 2-point conviction, such as reckless driving, would receive a Negligent Operator Treatment System (NOTS) warning letter. However, a certificate holder with the same conviction would also have the certificate revoked.

Depending on the nature of the incident and on individual mitigating or aggravating circumstances, the actions listed below may be taken against a certificate or endorsement for violations of CVC 13369 (c)(1) through 13369(c)(2). These circumstances may include driving history, length of time the certificate has been held, severity of injury or property damage, evidence of negligence or willful disregard for safety, and potential risk.

CVC 12517.4 authorizes DMV and the California Highway Patrol (CHP) to place restrictions on a certificate to assure the safe operation of the vehicle and the safe transportation of passengers. The types of restrictions depend on the type of vehicle used in the drive test and the abilities and physical condition of the driver. Examples of restrictions include:

If the applicant does not meet the medical standards, DMV will refuse to issue the HAM certificate. If the person becomes medically unqualified after the HAM certificate is issued, a restriction that the driver may not transport material requiring placards/markings per CVC 27903 is added to the DL and the driving record. The DL must be surrendered to add the restriction.

If you take a driving skills test, you are required to successfully complete one of the following Impact Texas Drivers (ITD) programs and provide proof of completion at the time of your driving skills test. You MUST bring your valid certificate of completion of this program to the DL office or third party skills test provider at the time you are administered your driving skills test.

Completion Certificate

You have 90 days from the date you successfully complete the program to pass the driving skills exam. If you do not pass the driving skills test, you will be required to complete the program again.

Your qualified trainer must be present at the DMV office and sign a form attesting that all driver education/practice driving requirements have been fulfilled.

Note for non-U.S. license holders: If you are presenting an out-of-country license in a language other than English, you need to also provide translation by one of our approved translators.

The vehicle used for the road test must be mechanically safe and pass an evaluation by your driving instructor. If the vehicle you supply for the road test is a rental vehicle and you do not hold a valid driver's license, you cannot use this vehicle for your road test.

The KnowToDrive Nevada written exam charges a $6.75 fee each time the exam is taken. This fee is assessed at the time of testing. The initial testing fee of $25 will still be assessed when collecting your driving credentials. These fees are in addition to other Driver License Fees. Certain medically-required tests are exempt. There is no charge for vision tests.

If you have a learner's permit, your licensed supervising driver must remain seated next to you in your vehicle until the MVA examiner arrives to administer your skills test. If you have an expired driver's license your accompanying licensed driver must remain seated behind the wheel until the examiner arrives. If your social security number is not on file with the Secretary of State, you must provide your social security number. If you cannot locate your social security number, please note that U.S. citizens age 18 or older and who are residents of Maine can request a replacement SSN card online by creating a my Social Security account. To use the online replacement card service, you must have a U.S. domestic mailing address, not require a change to your record (such as a name change), and have a valid driver's license or state ID. If you believe you are ineligible for a social security number, you must present an unexpired immigration document, such as an I-94, to help us determine your ineligibility.

If you have had a legal name change due to marriage, divorce or by court order you will be required to show appropriate supporting documentation such as a marriage certificate, divorce decree or other court documentation.

These are age-based and may include completion of a driver education program, driver knowledge examination and/or a driver road test. The permitting process, as well as permit and license restrictions, is explained below.

All motor vehicle branch offices and mobile unit locations issue driver's licenses. The fees vary based on age and type of license. Driver's licenses will be mailed within 2-3 weeks from the date ordered.

The driver licensing process begins with a learner's permit, which allows beginning drivers to operate a vehicle under certain age-based restrictions to prepare for their driver's license road test.

To obtain a learner's permit, applicants must be at least 15 years of age and successfully complete the written driving examination. The BMV schedules these examinations through the application process: Applicants must submit:

A vision test is also required prior to issuance of a learner's permit. You may take a vision test at no fee when you appear for your written examination. Alternatively, you may have a doctor of your choice provide the exam at your expense and fill out the eye form. You will need to give the completed form to the driver's license examiner at the time of your driver's examination.

The learner's permit expires after two years. Permits are not renewable, but additional two-year permits can be issued. Upon permit expiration, the person must file a new application and complete the vision exam and written exam again. Any required driving hours logged on the initial learner's permit will carry over to any subsequent permit, and no additional wait time is required on a subsequent permit before applying to take a road test. The restriction from using a handheld electronic device or mobile telephone still applies, at all age levels.

The permit allows the individual to operate a vehicle when accompanied by a licensed driver who is at least 20 years of age and has held a valid license for two years.

The driving school, student, or parent/guardian must complete the student permit at a motor vehicle agency that offers driver testing. Once completed, the MVC agency will validate for practice driving.

Before getting a license, all 16 and 17-year-olds must have passed a state-approved driver education and training course consisting of 30 hours of classroom study, 6 hours behind-the-wheel training, and 6 hours of observation. The Vermont Department of Education, Driver Education Division, has driver education courses at high schools. There are also Vermont commercial driver training schools that offer driver training courses. A wallet-sized certificate will be issued to those who pass the course. In addition to the hours indicated above, you must complete 40 hours of driving practice, with at least 10 hours being nighttime driving. Nighttime driving is considered driving during the period of 30 minutes after sunset, to 30 minutes before sunrise.

Applicants who have completed a driver education class with an approved curriculum at a driving school other than CCRI must come to the DMV headquarters in Cranston with the class completion certificate to take a computerized knowledge exam.

A parent, legal guardian, licensed foster parent or adult spouse must be present to sign the permit application. A parent, legal guardian or foster parent must show identification. Legal guardian or licensed foster parent must show documentation to verify their authorization.

This permit is valid for one year or until the applicant turns 18, whichever is greater. A road test may not be given until the permit is held for six months; however, a road test appointment may be scheduled at the time a permit is received.
