The consumer shall refer in writing any correction required or complaint or dispute with regard to the accuracy of the bill to the officer who has issued them. Such of those corrections including arithmetical mistakes on the face of the bills shall be corrected immediately and if required a revised bill will be issued by the officer who has issued them. The consumer shall present the revised bill for making payment.

In case the consumer disputes the claim made in the bills including non-working of the meter, abnormal working of the meter or abnormal claim due to defect in the meter or defective reading, then such of those will be referred to the field officers concerned for ascertaining the genuineness of the complaint. All those other cases that also requires a field verification, then such case shall also be referred to the field officer for ascertaining the genuineness of the claim made by the consumer. The bill correction or revision claimed by the consumer shall be made only after obtaining a field report. If required opinion or orders of the appropriate authority shall also be obtained before effecting correction or revision.

The consumer shall however pay the bill on or before the due date originally fixed and adjustment, if any, will be made only in the subsequent dues. The amount so paid will be regarded as advance to the credit of the consumer's account until such time as the bills in dispute are fully settled.

New Delhi: The Parliament on Monday passed two bills to extend provisions of the Women's Reservation Law to the legislative assemblies of Puducherry and Jammu and Kashmir with the Rajya Sabha clearing them with a voice vote.

The Government of Union Territories (Amendment) Bill and the Jammu and Kashmir Reorganisation (Second Amendment) Bill were passed amid a din as opposition members demanding that Union Home Minister Amit Shah make a statement in the House on the December 13 Parliament security breach trooped into the well and raised slogans.

The Rajya Sabha witnessed two adjournments in the morning session. As the House reassembled at 2 pm, Minister of State for Home Affairs Nityanand Rai tabled the two bills for consideration and passage.

Meanwhile, members of the Treasury benches and some other parties spoke in favour of the Bills, asserting that they seek to provide reservation to women in assemblies of Puducherry, and Jammu and Kashmir.

The Government of Union Territories (Amendment) Bill stipulates that nearly one-third of the total number of seats to be filled by direct election to the Legislative Assembly of the Union Territory of Puducherry (including the number of seats reserved for women belonging to the Scheduled Castes) shall be reserved for women in such manner as the Parliament may by law determine.

It states that as nearly as may be, "one-third of the seats reserved under Sub-Section (7) of Section 14 (of the Jammu and Kashmir Reorganisation Act, 2019) shall be reserved for women belonging to the Scheduled Castes or the Scheduled Tribes in the Legislative Assembly of the Union territory of Jammu and Kashmir".

In the upcoming Winter Session of Parliament, the Centre is set to introduce two key bills aimed at enhancing women's representation in the legislative assemblies of Puducherry and Jammu and Kashmir.

The legislative docket for the session comprises seven new bills, including the two women's quota bills, slated for introduction. The government's agenda also includes addressing a backlog of 33 pending bills, with 12 of these listed for consideration and passage.

Among the pending legislation are three criminal law amendment bills that have already been introduced in the Lok Sabha and subsequently referred to a Standing Committee for further scrutiny. These bills are expected to undergo detailed examination and debate in both Houses in the upcoming session.

The Chief Election Commissioner and other Election Commissioners (Appointment, Conditions of Service and Term of Office) Bill, 2023, which was previously introduced in the Rajya Sabha, is scheduled for consideration and passage during the Winter Session.

The Winter Session of Indian Parliament will commence on December 4 and will continue until December 22. The session is scheduled to have 15 sittings spread over 19 days. The Jammu and Kashmir Reorganisation (Second Amendment) Bill, 2023 and the Government of Union Territories (Amendment) Bill, 2023 secured passage in the Indian parliament's upper house today afternoon. The J&K bill, introduced in and passed by the Lok Sabha on December 12, marks a key amendment to the Jammu and Kashmir Reorganisation Act, 2019. The primary focus of the amendment is on enhancing gender representation in the Jammu and Kashmir Legislative Assembly. The original act had facilitated the reorganisation of Jammu and Kashmir into the union territories of Jammu and Kashmir (with legislature) and Ladakh (without legislature). The latest amendment proposes to reserve approximately one-third of all elected seats in the Jammu and Kashmir Legislative Assembly for women.

In the ongoing winter session, the parliament also cleared two other bills amending key laws in Jammu and Kashmir. The bills, namely the Jammu and Kashmir Reservation (Amendment) Bill, 2023, and the Jammu and Kashmir Reorganisation (Amendment) Bill, 2023, were passed by the Lok Sabha on December 6 and the Rajya Sabha on December 11.

The Government of Union Territories (Amendment) Bill, 2023 passed the Lok Sabha on the same day as the J&K bill, and constitutes a pivotal amendment to the Government of Union Territories Act, 1963. The original act pertains to the establishment of legislative assemblies and the formation of councils of ministers for specific union territories. The amendment focuses on fostering greater gender representation in the Puducherry Legislative Assembly by reserving one-third of all elected seats for women.

The women's quota proposed to be introduced in the Puducherry and J&K assemblies would also extend to seats earmarked for members of scheduled castes and scheduled tribes. The implementation of this reservation in both assemblies has been made contingent upon the publication of a census conducted subsequent to the commencement of the bill. Post-census, delimitation processes will be set in motion to allocate seats exclusively for women. The stipulated duration of this reservation is 15 years, with the potential for extension through parliamentary legislation. Another noteworthy aspect of the amendment involves the rotational allocation of seats reserved for women after each delimitation, with the specific modalities to be determined by a law made by the Parliament.

In related news, the President of India in September gave her assent to the Constitution (Hundred and Sixth Amendment) Act 2023, which seeks to provide one-third women's quota for women in the lower house of the parliament and the state legislatures, as well as the Delhi legislative assembly. Like these two bills which received the parliament's imprimatur today, the constitutional amendment, passed in a special session held this year, will also only be enforced only after an exercise of delimitation is undertaken following the first census conducted after its enactment. This policy too will be in operation for a period of 15 years from its commencement.

The government has listed two bills for introduction in the Winter session of Parliament to extend the provisions of the women's reservation law in the Union Territories of Puducherry and Jammu and Kashmir. Law Minister Arjun Ram Meghwal said here that since there is a provision in the Constitution, Delhi -- also a Union Territory -- was included in the women's reservation bill passed by Parliament in September. 


Responding to a question after an all-party meet convened by the government ahead of the session, Meghwal explained that there is no provision as yet to extend the provisions of the law in the Union Territories of Jammu and Kashmir and Puducherry.

The government has listed The Government of Union Territories (Amendment) Bill, 2023, for introduction, consideration and passage in the session beginning Monday. 


It seeks to insert provisions for providing reservation to women in the Puducherry Legislative Assembly. 


Similarly, The Jammu and Kashmir Reorganisation (Amendment) Bill, 2023, seeks to reserve for women a third of the total number of seats in the Legislative Assembly of Jammu and Kashmir. 


While there is a provision for a legislative assembly in Jammu and Kashmir, the Union Territory is under President's Rule at present. 


Officially known as the Constitution (106th Amendment) Act, the women's reservation law seeks to provide 33 per cent reservation to women in the Lok Sabha and state assemblies. 


According to its provision, "It shall come into force on such date as the central government may, by notification in the Official Gazette, appoint." 


During a special session of Parliament in September, Prime Minister Narendra Modi had described the law as "Nari Shakti Vandan Adhiniyam". 


The Constitution amendment bill was passed by the Lok Sabha with near unanimity and the Rajya Sabha with unanimity. 


The law will take some time before being implemented as the next census and the subsequent delimitation exercise -- redrawing of Lok Sabha and assembly constituencies -- will ascertain the particular seats being earmarked for women.
