Because you are not using iCloud for syncing contacts. You are using some other email provider; perhaps Google, or Microsoft, Yahoo, etc. Whichever one you are using will appear at the top of the lists screen, and if you sync more than one contact source the top entry will be All Contacts.

In rare cases you may have only one contact list. If that is the case just tap on the name of the list ONCE, and forevermore those contacts will appear when you open the Contacts app. If you have more than one list just tap on All Contacts.

Whew, I think some are missing the point in this discussion. I just solved this problem for someone else. Do you see the three blue little men icon on the left. Tap there and you will return to your normal contacts listing interface. When you are in the actual contacts be wary of the blue listings word in the upper left. Hitting it takes you into the original conundrum you experienced. Nit very intuitive for sure.

The Contact app will show the name of the source of the contacts being displayed; it will say iCloud if you are syncing your contacts to iCloud, AOL for AOL contacts, likewise gmail, Yahoo, MS Exchange, btinternet, Spectrum, etc. I have contacts from 5 different email accounts, so my List view shows all of them; here is a partial screenshot (I have 3 more email accounts that appear on subsequent pages of the List screen):

I think it may be something to do with settings saying I had not agreed to iCloud new terms and conditions. I agreed to them and now its behaving better, but if I force close Contacts it asks again. The fault is it should say in contacts that I have not agreed to the T&Cs. This is still a bug and very annoying from a usability point of view. Don't try to fob people off with statement like "That is exactly what we want to happen" because its not what the user wants to happen

Yay, this worked and only this worked. I pressed the top list all contacts. It changed screen and stated that I had duplicate contacts. I chose to merge them and contacts came back saying merge successful. And, it stayed on contacts. I went out of contacts, pressed contacts again and presto, all my contacts were there. Well done and thankyou...

Tap on the name of a list and contacts in that list will be displayed. The purpose of the Lists page is to allow you to create new lists, and also to move contacts between lists, and even put the same contact in more than one list. This is a new feature with iOS 16. Prior to iOS 16 you had to use a 3rd party app to do these functions on an iPhone.

The most obvious benefit of a contacts list is saving you time scrolling or searching through all your contacts whenever you want to find contacts with certain similarities. However, there are some iOS features that utilize the lists to improve your productivity.

You can, for example, email and message all the contacts on a list. All you have to do is long-press the list on the Lists page (open the Contacts app) and select Message All or Email All.

But that's not all. When customizing your iPhone's Focus settings, you can add a list of people who can reach you while in Focus. So, you could have a list of all your coworkers and exclude them from your Work Focus block. And as you update that list, you won't have to go back to your Focus settings and exclude the new people you add.

Previously, you could email entire contact groups from within the Mail app, but you couldn't start a message from Contacts. If you're using your iPhone with a Mac, and syncing contacts between them, here's one way to get your hands on the photo, which I just tried. But this certainly is far from optimal; I hope there's some easier way.

Than you can paste it in a Whatsapp chat to the Person you want to send it to.
