Since TikTok is popular I would open a case with TAC, as you'll likely see pretty quick movement on getting the app-id signature updated if it isn't catching traffic properly. In the mean time, you should still be able to identify TikTok domains via URL filtering logs, and at least get the app into an unusable state by blocking specific TikTok domains that you're able to identify. Last I had to look at this they used tiktokcdn.com pretty heavily and you could pretty much break the app by just blocking that domain.

Added a custom category rule "name_blocked_URLs" added *.tiktok.com/. Under my filter I have it set to block. With so many apps now days using different app resources I didn't do application because there could be other apps using it as a dependency. It really all depends on what apps are doing. A new state law requires Virginia Tech to cease use of TikTok and other applications developed by ByteDance or Tencent for any official university purposes, effective July 1, 2023, and to stop accessing these applications from university-owned devices or using the university's networks. In addition to TikTok, these applications include: Capcut, Hypic, and ULike (from ByteDance), and WeChat, WeCom, Tencent QQ, QQmail, Tencent Video, and Tencent Music (from Tencent). Other apps may also be included.

In order to comply with the law, the IT Security Office will be working with Network Infrastructure and Services to block network traffic to and from these applications, including on eduroam wireless. TikTok and related applications are also to be removed from all university-owned devices.

Access to these applications with personally-owned devices over private networks and for personal business is still permitted. Please see the table and frequently asked questions below for additional clarification.

The Virginia General Assembly passed a new law earlier in 2023 that requires all state-affiliated entities - of which Virginia Tech is one - to stop using TikTok and other applications developed by ByteDance and Tencent on state-issued devices or state-maintained networks. The governor signed the bill in April. The restriction takes effect on July 1, 2023.

The interim rule prohibits government contractors (and subcontractors) from having or using the TikTok application (or any successor application or service provided by ByteDance Limited) 1)on any information technology (IT) owned or managed by the Government, or on 2) IT used or provided by a contractor in performance of a government contract, whether the IT is owned by the contractor or by a contractor employee.

Fifth and finally, there is concern among U.S. policymakers about potential disinformation on TikTok. Tons of U.S. teenagers use TikTok and consume political content through the application, so there is a concern that the users could amplify disinformation on the platform. A new state law is requiring William & Mary to prohibit employee and independent contractor access to TikTok, WeChat and other applications effective July 1, 2023. After this date, applications owned by the companies ByteDance and Tencent will no longer be permitted on the university's network (including VIMS) and university-owned devices.

Effective July 1, 2023, a new Mississippi state law requires Mississippi State University to discontinue the use of TikTok and other applications developed by ByteDance or Tencent and to prevent access to these applications from both university-owned devices and the university's networks.

Besides TikTok, restricted applications include: Alipay, ByteDance, BytePlus, Douyin, SHAREit, WeChat/WeChat Pay, WPS Office, and Xigua Video. Other apps/services may also be included and more may be added at a later date. The Mississippi Department of Information Technology Services maintains a comprehensive list of prohibited software, applications, developers, and other technology for reference.

To comply with this state law, the Office of the CIO Security group will work with ITS Network Services to restrict network traffic to and from these applications on both wired and wireless (eduroam, msuguest, msu3, etc) campus networks. TikTok and other related applications are also to be removed from all university-owned devices.

Users attempting to access tiktok.com or the websites of the other restricted applications on an MSU network will be shown a "Web Page Blocked!" message and will be unable to proceed to the site. Some users may receive an "ERR_CERT_AUTHORITY_INVALID" certificate error preventing them from proceeding further. The browser may allow users to accept the certificate error and continue, at which point they will be taken to the "Web Page Blocked!" screen and will be unable to proceed to the site. Users attempting to use the TikTok app (or another restricted app) on their mobile device will see the app launch but be unable to load new content (cached content may still be available from a previous session).

While these services are restricted on university-networks and devices, accessing TikTok and related applications on personally-owned devices over private, non-university networks, for personal purposes is still permitted. Users can still access their personal accounts with these applications on personal devices while not connected to MSU networks.
