But as technology advances, so does crime. For some reason, Moon Palace has been plagued with crimes. The majority of crimes in Moon Palace are committed by vehicles, which appear out of nowhere and speed through the city, terrorizing people on the street and paralyzing traffic. The OMD officers called these criminal vehicles HUVs (High-tech Unmanned Vehicles) because when they were apprehended, they were equipped with unmanned systems that were not driven by humans, and the level of technology was high. HUVs are faster than regular cars and have better driving skills, so regular cars can't even approach them.

This project was not about making the best looking city, it was all about making the best race route paths possible to my ability, with drifting areas also incorporated within the city setting. Bigger, faster and wider streets was the goal.

Players can play in Mission Mode and completeobjectives assigned by the OMD. Missions vary in theirobjectives and stipulations with some requiring speedwhile other missions emphasizing safety. Delivery ServiceMissions are ongoing and a battle against the clock. In theBattle Zone players can take on other drivers in individual orteam races and players can join up with friends or createtheir own Crew and race against other crews.

The residents of raft-cities, Nomads also known as Rafters, were mostly poverty-stricken, homeless, racially challenged, undocumented and/or running from the law. These cities were made up of large and small ships and yachts, old barges, barrels with makeshift rafts, old oil rigs, and others - basically any kind of watercraft or floating structures. These cities also had linking waterways that flowed from one side of the raft-city to the other.[2]

When you are not racing you can roleplay, which is more singleplayer but still well worked out. There's a huge world to discover, with traffic, street lights and even some special places to access. There are four stations with missions around the city, both easy and hard.

At the top of the mountain, Kevin and Stevonnie are lined up, getting ready to race. Kevin looks at his watch, as it is almost time for the race to start. Kevin mentions the beautiful view of the mountain but how it is a shame that Stevonnie will only be seeing his taillights. Stevonnie blows this off, and they both turn on their headlights. Kevin says "It's Kevin time", before racing off almost immediately, and Stevonnie is upset that he started a little later, but they rush off in their car. After driving for a bit, an upcoming curved road sign is shown. On the mountain's road, Kevin seems to be far ahead from where Stevonnie is, but Stevonnie races in front of him, saying that they will not let him win. Stevonnie laughs at Kevin, who is behind them but sees the upcoming curve on the road. Ronaldo, who is using his binoculars, says that they are about to witness the true power of the Supremo. They all look up to watch the race. Stevonnie quickly breaks and turns, and they laugh when they realize they are drifting. Kevin appears next to them, and he teases them for actually knowing how to drive the car before speeding ahead of them.
