New Delhi: Taking yet another step towards building the best digital banking experience, Airtel Payments Bank announced that it would enable Face Authentication-based savings bank account opening for customers on the Airtel Thanks App. The facility which will go live by the end of the year 2023 will allow users to open an account digitally with the Bank, using face biometrics as e-KYC, within minutes from anywhere in the country. Airtel Payments Bank is the first Bank in the country to test this facility on its mobile app.

The payments bank said it saw a strong demand for its customised plans that allow savings bank account customers to get additional benefits like insurance on an annual basis by making an additional payment.

The Unique Identification Authority of India (UIDAI) has suspended the eKYC licence of Airtel Payments Bank alleging it routed LPG subsidy payments worth Rs 190 crore to its payments bank accounts, wherein some of the accounts were opened and force-seeded with Aadhaar without the informed consent of the customers. The UIDAI has also penalised the bank Rs 2.5 crore. What Airtel has done seems like finding loopholes in the Aadhaar payments system and exploiting them. At the time of going to press, Airtel was given restricted relief for using its eKYC and authentication service only for reverification and issuance of SIM cards.

The department of telecom mandates operators to verify each mobile number with Aadhaar. The problem with this process is that it is difficult for government agencies to differentiate the nature of consent - whether the consent was taken for SIM verification or opening a bank account. Only users can take note of such violations and report to the UIDAI. While this is an area where Airtel has violated norms, but when it comes to subsidy transfers, banks have an easy way to exploit the system.

For instance, NPCI, the umbrella organisation for retail payments, says a bank is required to ask the user if he or she wants subsidy payments in a particular account. In this case, Airtel should have asked users if they want their subsidy transfers to be shifted from their other bank account to Airtel payments bank account. But in the absence of any statutory powers being given to NPCI, its rules could be easily flouted by banks. The agencies need to fix some of these loopholes to avoid repetition of such instances.

His comments came on the heels of the payments bank reporting a net profit at `7.7 crore during the second quarter, up 157% year-on-year (YoY), led by a higher growth in revenues and gross merchandise value (GMV).

The debit cards will be made of r-PVC (recycled polyvinyl chloride), which the bank believes is environmentally safe. Furthermore, the bank indicated that each batch of 50,000 cards manufactured would save carbon emissions by 350 KGswhen compared to market-standard PVC cards.

Airtel Payments Bank is working on two classic cards: a customised Classic card and an Insta Classic card. The former is available for purchase via the Airtel Thanks app, while the latter will be accessible at certain neighbourhood banking locations by the end of the current quarter.

In its strongest action yet, the Unique Identification Authority of India (UIDAI) has temporarily barred Bharti Airtel and Airtel Payments Bank from conducting Aadhaar-based SIM verification of mobile customers using eKYC process as well as e-KYC of payments bank clients.

Sources said in response to the first notice of September 18, Airtel and Airtel Bank stated that they have amended their process and the opening of a bank account is completely de-linked from the process of re-verification of mobile connection.

These replies were found to be unsatisfactory by UIDAI, which issued another notice on November 24. The company responded by saying no bank account was opened without the consent of the customers and additional safeguards have been introduced.

In December 2017, it was revealed that the large telco Bharti Airtel made use of Aadhaar-linked eKYC (electronic Know Your Customer) to open bank accounts for their customers without their knowledge or consent. eKYC is a way of using data in the UIDAI database as part of the verification process, which Airtel made use of for the issuing of SIM cards, and also secretly opened bank accounts with their Airtel Payments Bank. More than 2 million accounts could have been opened, receiving more than 400 million rupees in subsidies into the accounts.
