I am an Associate Professor of Education Policy at Brigham Young University. My research focuses on issues related to access, quality, and equity of education in developing countries.
In particular, my research agenda centers around two primary thematic issues:
The involvement of the private sector in education, including the consequences of market-based schooling initiatives, the expansion of for-profit education sectors, private schooling for the poor, public-private partnerships, and state regulation of private schools in low and middle-income countries, particularly in Sub-Saharan Africa; and,
The provision and expansion of early childhood education in the Global South.
Between 2012 and 2015, I worked for the World Bank's Systems Approach for Better Education Results initiative and the Strategic Impact Evaluation Fund. I have a PhD in Comparative and International Education from the University of Minnesota (2013).
