Do you think the dogs should be culled? That is not the answer to problems you may have with stray dogs. Here are some common arguments for culling, along with counterarguments:

This may seem like a valid point, however, dogs are sentient beings; they have emotions and feel pain just like humans. If you're concerned about rabies spreading, why wasn't the solution to kill humans during the COVID-19 pandemic? Furthermore, killing is a drastic measure. Vaccinating and adopting the dogs are much more humane and effective solutions.
For a moment, consider replacing "stray dogs" with "humans." Humans pose a significant risk, transmitting viruses and germs. Yet, most of the world would never consider killing them for that reason. Dogs, too, feel pain, sadness, and fear. So, what gives us the right to kill them? A far better and more reasonable solution that benefits both animals and communities is to vaccinate and adopt the dogs.
The question of cost-effectiveness raises a difficult point. Prioritizing financial considerations over the lives of sentient beings is a deeply troubling concept. While culling may appear to be a cheaper solution, the question must be asked: would anyone sacrifice 3 million lives simply for improved infrastructure?
