Public-Road & Cycling Operations • Multi-Jurisdiction Integration • Event Readiness
Strategic Advisory • Operational Design & Delivery • Expert / Litigation Analysis
DMJ Consulting LLC designs and documents operating frameworks for public-road sport, active transportation, complex events and other safety-critical environments. The firm translates multi-agency complexity into defined responsibility chains, field-ready procedures, controlled documentation, readiness tools and after-action learning.
Founder & Principal Consultant Donnie Miller Jr. leads the specialist layer where cycling, municipalities, public safety, transportation, venue operations and technical production intersect. Technical credentials support decision quality; the client deliverable is a clearer, more coordinated and more defensible operating system.
DMJ is best used where cycling, roads, municipalities, public safety, temporary infrastructure and live technical systems must function together.
Operating models, risk and decision-point analysis, authority mapping and stakeholder structure for complex public-road work.
Course and venue integration, field procedures, readiness tools, issue control and after-action documentation.
Bounded specialist scope inside an owner or prime hierarchy, coordinating interfaces with municipalities, public safety, transportation and technical providers without displacing the authority of the client, prime, engineer, permitting body or public agency.
Evidence review, site and route assessment, cyclist-behavior and operations analysis, case-specific review, attorney consultation, report support and deposition/trial support within demonstrated expertise.

GIS-supported route communication and technical-system interface review
Define the course or operating environment, jurisdictions, intersections, closures, transportation interfaces, emergency access, competition requirements and technical-production footprint.
Identify where sport operations, municipalities, law enforcement, transportation, emergency services, venue operations and technical production interact or conflict. Establish responsibility and authority owners.
Translate the master plan into field-ready tools: route/turn documents, procedures, communications plans, marshal/lead/follow/sweep structures, incident procedures and controlled distribution.
Observe deviations, surface conflicts, escalate to the correct authority owner, control revisions and convert findings into action.
Turn operating experience into after-action findings, corrective-action records and stronger future systems.
A road-cycling venue is miles of active public roadway. DMJ’s value is the integration layer that helps sport requirements, municipal/public-safety systems, transportation operations and temporary event production function as one coordinated venue system.
Three documented host-community assignments: LeClaire once and Davenport twice. Relevant proof includes route familiarization, rider-behavior translation, decision-point review, public-safety interface, signage/documentation and pre-event readiness across repeated assignments.
Bicycle-based course operations across a complex two-state urban course with municipal, bridge, public-safety and Rock Island Arsenal interfaces. Supporting evidence includes a detailed turn-by-turn operational navigation document, mobile lead/follow/sweep logic, communications and event-day correction. The Joe Salter Guinness-record effort is a specialized-athlete case within this larger operating system.
Historical Race Director/promoter responsibility for a closed public-street cycling competition, including sanction, permit, insurance, staffing/vendor, course and event-operation responsibilities.
Longstanding work across Ride Illinois / League of Illinois Bicyclists programs, Train-the-Trainer bicycle-safety education, C-U Sharing the Road, municipal and regional coordination, GIS-supported bicycle mapping, public education and community safety initiatives.
Current and recent field experience across stadium, arena, festival and broadcast-support environments provides technical literacy in temporary infrastructure, rigging, power, communications and production operations. This experience supports DMJ’s systems perspective; it is not presented as generic labor-for-hire positioning.
DMJ maintains an explicit bicycle-safety and cycling-operations vertical grounded in decades of participation, coaching, race direction, event operations, education, transportation work and public-safety coordination.

Donnie Miller Jr.’s professional history spans bicycle safety and cycling operations, active transportation, municipal and public-safety coordination, public education and instructor development, complex-event operations, technical production and safety-critical technical systems.
The value of that history is not simply the number of jobs performed. It is the ability to understand what happens where plans meet the field: who owns the decision, where systems intersect, what the field team needs to execute correctly, how deviations are documented and how lessons are preserved.
DMJ Consulting LLC converts that field depth into structured advisory, operating frameworks, documentation and expert analysis.
DMJ provides operational planning, integration, documentation, observation, coordination and advisory services within contracted scope. DMJ does not claim or assume traffic-engineering authority, civil-engineering authority, law-enforcement authority, permitting authority, governmental decision-making authority, medical authority, sanctioning authority or other licensed authority unless separately provided by an appropriately qualified party under contract.
The objective is not to replace the organizations that own those authorities. The objective is to make the interfaces between them more visible, documented and executable.
