The COVID-19 pandemic was a public health emergency that impacted many aspects of life starting in 2020. Because of my expertise in spatio-temporal epidemiology and the integration of multiple sources of surveillance data, I was asked to serve on the Comprehensive Monitoring Team (CMT) in April 2020. The CMT was a multidisciplinary team of experts from The Ohio State University, where I was at the time, who were tasked with designing and implementing a surveillance framework to aid the Ohio Department of Health and the Ohio Governor’s Office with decision-making. We designed a pipeline to go from processing and integrating multiple data streams to analysis, visualization, and epidemiological investigation to delivery of briefings and communication of findings to state officials. We helped to contextualize available case-based and syndromic data and built analytic tools and visualizations to aid in interpretation and identification of hotspots and trends. Ohio was also one of the only states in the country to conduct a randomly sampled seroprevalence survey. The survey was analytically challenging as each participant was given multiple, imperfect antibody tests to assess prior infection status and the results helped to inform the public health strategy in summer and fall of 2020. We also worked on approaches for deploying mobile rapid testing for maximizing case-finding while faced with a limited supply of tests.
