Participants must register in the early spring of 2019 at https://naacl2019.org/registration/.

"We plan to open NAACL 2019 registration in the early spring of 2019. Note that final registration fees will not be set until closer to that time. Stay tuned! However, we hope to not have to increase fees at all or only very slightly over the NAACL 2018 fees which are shown below for planning purposes."
