Within 10 days of harvesting a black bear, the successful hunter must present to a Montana FWP official the complete bear hide and skull for the purpose of inspection, tagging and possible removal of a tooth (for aging). The hide and skull must be presented in a condition that allows full inspection and tooth collection (i.e., unfrozen). Any hide or skull not presented or registered to FWP personnel within 10 days of harvest is subject to confiscation.

In Bear Management Units with a harvest quota (BMUs 510, 520, 600 & 700), when a hunting season quota is reached or approached, the black bear hunting season in that district will close.

A resident hunter with a valid Black Bear License may lawfully chase black bears with hounds during the spring hound season in any valid hunting district or management unit during the period that unit is open to hound hunting or chasing.

A resident who possesses a Class D-3 Resident Hound Training License may pursue black bears with a dog or dogs during a training season from the end of the spring season for black bear through June 15 of that year as authorized by the commission (MCA 87-6-404(4)).

It is prohibited for a dog owner or black bear hunter to release dogs on a black bear, or allow dogs to chase a black bear, or hold a black bear at bay during any period of the day or year when the season is not open to hunting or chasing black bears. Legitimate attempts to retrieve loose dogs after legal hunting hours does not constitute a violation of this rule.

Persons using hounds to hunt are required to have a valid Resident Black Bear License if hunting or chasing during the black bear hunting season, or a valid Class D-3 Resident Hound Training License during a training season from the end of the spring season for black bear through June 15 of that year as authorized by the commission. Nonresidents must also have a Nonresident Hound License during the hunting or training season if they are using dogs.

The holder of a Nonresident Class D-4 Black Bear Hound License may not assist another person in the pursuit of a black bear for harvest. Any area restrictions on the Black Bear License and the Nonresident Black Bear Hound License both apply as well as quota restrictions in quota areas.

Spring black stem is a cool-season foliar disease. Symptoms include small, black-to-dark brown spots on lower leaves, petioles, and stems. The lesions are irregularly to triangularly shaped. As they increase in size, lesions coalesce and become light brown. Affected leaves turn yellow and often wither before falling. Lesions on stems and petioles enlarge, causing large areas near the base of the plant to turn black. Young shoots are often girdled and killed. Most damage occurs before the first cutting.

The causal fungus produces brown-to-black fruiting bodies (pycnidia) on overwintered stem and leaf lesions. In early spring, spores released from pycnidia on dead stems during wet weather or overhead irrigation are splashed onto foliage and stems. In addition new shoots are infected as they grow through the crop residue or stubble. The fungus also may be seedborne.

Sakura blooms are enhanced with a springtime bouquet of white rose, peony, and pink magnolia. Subtly sweet matcha mochi with notes of green tea and mochiko rice flour. Pink peppercorn awakens the earthiness of the white musk and vetiver base. This fresh floral feels both ethereal and clean.

Lucky for us, spring bear seasons can be found in a wide variety of climates. It gives more opportunity to get out in the field, but also the ability to hunt bears in a variety of climates. Searching for bears in these areas may be different, but the overall thinking is the same. Food, cover, water. Let me elaborate a little.

What's truly great about bear hunting, you can honestly use whatever gear you have available. Especially when it comes to the plethora of different hunting options for spring bear. You don't need a super heavy weapon, you don't need a ton of weight in optics, but for me, it's just something that works well. Spring bear is just a fun, fun hunt!

You can watch the video below for a look at my 2021 spring bear gear list, or jump further down this article to see an item by item list. This year Chris Neville and I are doing a full backpack hunt so this is everything I'm carrying in my pack. Some of the items for this hunt Neville and myself are splitting up. For instance, I'm having him carry my solar panel (but I haven't told him that yet). While I love the challenge of a solo hunt, being able to split gear when hunting with someone is a huge advantage.

This year's camp setup is fairly trimmed down. The beauty in this system lies in the packability of Stone Glacier's Sky AirULT tarp, vestibule, and mesh system. It's worth mentioning that I've done the whole floorless shelter thing enough times in the spring that I'll admit it's no longer fun to sleep with ticks at night. Dealing with ticks all day, and then have to deal with ticks that crawl into your shelter at night and then in the morning you find them on you or worse... starting to dig at your skin. So we stopped using floorless shelters in the spring a few years ago and this year that will continue.

To be successful at spring bear hunting, in my opinion, you need a ton of patience, determination and you need quality optics. My optics setup weight increased a bunch this year by purchasing a Swarovski BTX setup. I'm excited to see how it performs on this spring bear hunt!

In the video, I totally spaced out and forgot that last year on our spring bear hunt was when I initially used the Hanwag Alverstone II GTX boots. These boots are so comfortable and at a Flex 3 rating, they are a great do-it-all boot.

Best of luck to everyone headed out after spring bear this spring. Have fun and enjoy the time on the mountain. There's no better way to kick off the dust and experiment with gear, food choices, and hone your glassing techniques than on a spring bear hunt.

Oregon, Idaho, Arizona, Montana, and Wyoming all offer over-the-counter spring bear opportunities. The formula for success in each of these states is fairly similar. The variable, however, is the season length. Arizona, for instance, only has a season that runs into the first few days of May, while Idaho has units with seasons that last until June 30 and even some through July 31. Do your research ahead of time on tag prices, sow quota limits, and general logistics to find out what state fits your needs the best.

The Arab Spring surely satisfies the three criteria for a black swan event: surprising, historically consequential, and rationalized by hindsight. First, its onset, triggered by the self-immolation of a Tunisian street vendor, caught the world by surprise. Most Arab states had been thought to be more stable than other developing countries (Figure 1). Political dissent and instability were suppressed by longstanding autocratic governments (Figure 2). Standard indicators normally used to track economic performance did not capture the brewing discontent. Instead, they presented a favorable picture of development, with low and declining poverty rates, moderate and stagnant inequality, and increased access to education and health services. To most observers, the fragility of the Arab state was masked, although hidden risks had been accumulating for years.

In the aftermath of the Arab Spring, deep regional, ethnic, and sectarian divisions in countries without well-developed governance institutions for power sharing and fair dispute resolution set the stage for intense political violence. The ongoing wars remind us that the Arab Spring has drastically changed the Middle East and North Africa. In the countries where stability has returned, the Arab Spring is felt through reforms undertaken to improve the fiscal situation and address the structural issues that led to the economic decline in the first place. Promoting private-sector development and economic inclusion is a top priority for governments across the region. Yet, it is important not to forget that improving transparency, accountability, and the voice of the public is also crucial. Repressing voice to achieve stability could set the stage for another black swan in the Middle East and North Africa. be457b7860
