According to the New York State Department of Education, SIFE (Students with Interrupted Formal Education) are English Language Learners "who have attended school in the United States for less than 12 months and who, upon initial enrollment in such schools, are two or more years below grade level in literacy in their home language and/or math due to inconsistent or interrupted schooling prior to arrival in the United States." (CR Part 154)

The SIFE classroom provides small group and individualized instruction with an emphasis on English language and literacy skills development.

- A certified TESOL teacher
- Bridges curriculum for SIFE with Developing Literacy
- Stand-Alone ENL classwork focuses on building foundational English language and literacy skills through four rotating centers targeted to students levels.
- Integrated ENL/ELA classwork focuses on developing academic concepts, thinking, language & literacy in a Language Arts class.
How are students identified for this program?

When new students enter the home district, schools should adhere to the following procedures:
When new students enter the home district, schools should adhere to the following procedures:
- Administer the Home Language Questionnaire (HLQ)
- Conduct an individual interview
- Administer the New York State Identification Test for English Language Learners (NYSITELL)
If the student is identified as an ELL and was found to be a potential SIFE during the administration of the HLQ and the individual interview, then the SIFE Oral Interview Questionnaire, the Multilingual Literacy SIFE Screener (MLS) and the Writing Screener should be administered. Students who are eligible may then be referred to BOCES for placement in the SIFE program.
