HOW WOULD YOU DESCRIBE THE BARANGAY IN GENERAL?
Barangays essentially function as citizen assemblies that concern themselves with the well-being of their immediate local population and infrastructure within that local context.

WHO ARE THE BARANGAY OFFICIALS?
The barangay or brgy officials are composed of both elected and appointed individuals. The chief executive officer (or captain), the Barangay Assembly, and the Youth Council chairperson are elected while the Barangay Secretary and Treasurer are appointed by the entire Barangay Assembly.

The Punong Barangay shall:
Enforce all laws and ordinances which are applicable within the barangay, negotiate, enter into, and sign contracts for and in behalf of the barangay
Maintain public order in the barangay; call and preside over the sessions of the Sangguniang barangay and the barangay assembly
Appoint or replace the barangay treasurer, the barangay secretary, and other appointive barangay officials
Organize and lead an emergency group whenever the same may be necessary for the maintenance of peace and order
Prepare the annual supplemental budgets of the barangay
Approve vouchers relating to the disbursement of barangay funds
Enforce laws and regulations relating to pollution control and protection of the environment
Administer the operation of katarungang pambarangay
Exercise general supervision over the activities of Sangguniang Kabataan
Ensure the delivery of basic services
Conduct an annual palarong pambarangay
Promote the general welfare of the barangay
Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance (Section 389, The Local Government Code of 1991).

HOW MANY YEARS DOES A BARANGAY CAPTAIN SERVE IN THE PHILIPPINES?
Currently, barangay officials and SK members have a term of three years.
However, the term of barangay officials and SK members may not be enough for the effective implementation of their plans and programs. But it depends if the law states that extension of term is necessary.

WHY IS BARANGAY AN IMPORTANT PART OF EVERY LOCAL GOVERNMENT UNIT SUCH AS CITIES AND MUNICIPALITIES?
The barangay is significant because it addresses local governing issues from laws, to development, to festival preparation. The barangay also plays an important role in dispute resolution at the local level outside the court system.

WHAT ARE THE GENERAL FUNCTIONS OF LGU?
Within their respective territorial jurisdictions, local government units shall ensure and support, among other things, the preservation and enrichment of culture, promote health and safety, enhance the right of the people to a balanced ecology, encourage and support the development of appropriate and self-reliant scientific and technological capabilities, improve public morals, enhance economic prosperity and social justice, promote full employment among their residents, maintain peace and order, and preserve the comfort and convenience of their inhabitants.

IS LGU A GOVERNMENT AGENCY?
The Constitution of the Philippines recognizes the importance of local governments. It provides as a policy that "the State shall guarantee and promote the autonomy of the local government units -- especially the barangays -- to ensure their fullest development as self-reliant communities."
Local governments constitute the foundation of the entire structure of the government. The acts of the local government units affect the ordinary citizen more directly than those of the national government. The average citizen has more and closer contacts with the local governments and their agencies than with the national or provincial government, and is more concerned with the local affairs than with those of the national or provincial in scope.

WHAT IS THE PURPOSE OF KATARUNGANG PAMBARANGAY?
The Katarungang Pambarangay or Barangay Justice System is a community-based dispute settlement mechanism that is administered by the basic political unit of the country, the barangay. As a communitybased mechanism for dispute resolution, it covers disputes between members of the same community (generally, same city/municipality) and involves the Punong Barangay and other members of the communities (the Lupon members) as intermediaries (mediators, conciliators, and, sometimes, arbitrators).
The establishment and operation of the Barangay Justice System is mandated by Republic Act No. 7160 or the Local Government Code of 1991. Prior to this law, however, the establishment of the Barangay Justice System had been covered by Presidential Decree 1508 in 1978 and Batas Pambansa Blg. 337 or the 1983 Local Government Code.
When PD 1508 first decreed the setting up of the Barangay Justice System, the law had the following objectives:
To promote the speedy administration of justice
To minimize the indiscriminate filing of cases in courts
To minimize the congestion of court dockets and thereby enhance the quality of justice dispensed by the courts
To perpetuate and recognize the time-honored tradition of amicably settling disputes at the community level
