Hi my name is ____ and I live in ____. I’m calling to demand that S.J. Thomas Company immediately stop work on the Customs and Border Protection station at the Kenneth B. Keating Federal Building. Our community deserves better than a CBP station where families and children will be jailed; at a building we use now for federal court with a daycare in it.
Many of your company’s projects do good for the local area, but I am deeply concerned that a local business would potentially take on such a large role in harming our community. But you can change that, today.
Border Patrol detention is dangerous. People don’t have access to a lawyer, they are not findable through any online locator, and are often not given adequate food, water or essential needs. Because there is no family detention in New York, detained families are often left in Border Patrol Custody, meaning there will be children in the jail being built.
Please STOP your work on this project immediately and tell the federal government your stop is based on commercial impracticability given the community’s opposition and related costs. This project is against public policy and you could either seek declaratory judgment stating such OR seek to negotiate a mutual termination agreement with DHS and GSA, citing reputational concerns and community opposition.

I’m calling to demand that GSA and SJ Thomas stop work on the federal contract moving the Border Patrol Station to the Keating Federal Building in Rochester (47PC0220D0003-47PC5226F0045). Our community was denied a public comment period. We do not want to have a place where Border Patrol can disappear our neighbors, and even less in a civic center where there is a daycare.
Many people detained in our area go to the Buffalo Federal Detention Center in Batavia, where even the Office of the Inspector General has published reports about the poor conditions, violence and medical neglect there. The center is implicated in a lawsuit on human rights violations because they only pay people who are detained a dollar for a day’s work
Border Patrol detention is not held to the same barely-heeded standards as ICE detention. The new 2026 plan calls for 24/7 detention facilities capable of holding men, women, children, and families for multiple days. We have known community members in Western New York detained at other Border Patrol Stations to be denied lawyers, phone calls and communication, and even diapers to babies. They are not findable on the ICE locator, meaning that for hours, sometimes days, their families panic not knowing where they are.
A new, expanded Border Patrol Station does not make our community safer. We would have shared this in a public comment period, and we will continue to advocate for its end. Elected officials at federal, state, and local levels, the Western NY District Court, and our community are against this new CBP station. We ask that you seek a mutual termination agreement with SJ Thomas based on community opposition.
