The senator has said he is concerned about people being transferred away from their homes and communities and legal representation if Orange County Jail shuts down. Yet ICE already transfers people at a whim, and a study by Detention Watch Network shows that the fewer detention centers there are, the fewer people ICE can arrest.

Orange County Jail's contract with ICE enables the agency to transfer our community members to detention centers across the country, in addition to exposing our family and friends in detention to horrific conditions and treatment. The county should not be making money off of the violence of immigration detention.
I appreciate the Senator’s opposition to the proposed "mega detention center" in Chester, however, as long as ICE detention continues at Orange County Jail, our county remains implicated in ICE’s horrific violence.
Given this, I urge Senator Skoufis to sign on to the Dignity Not Detention Act (S316/A.4181) immediately. This bill will prevent state and local government entities, like jails, hospitals, or schools, from contracting with ICE to cage immigrants and end contracts that currently exist, like at OCJ.

Orange County Jail’s contract with ICE enables the agency to transfer our community members to detention centers across the country, in addition to exposing our family and friends in detention to horrific conditions and treatment. The county should not be making money off of the violence of immigration detention.
I appreciate the Assemblymember’s opposition to the proposed "mega detention center" in Chester, however, as long as ICE detention continues at Orange County Jail, our county remains implicated in ICE’s horrific violence.
Assemblymember Kay has said that, as a former prosecutor, she can’t support a bill that could potentially release criminals from custody. But people in ICE detention are not there for crimes; they are there while their immigration cases–civil, not criminal–are adjudicated. DND prohibits New York from renting out jails for ICE detention capacity. It has nothing to do with people having criminal cases or not.
Given this, I urge Assemblymember Kay to sign on to the Dignity Not Detention Act (S316/A.4181) immediately. This bill will prevent state and local government entities, like jails, hospitals, or schools, from contracting with ICE to cage immigrants and end contracts that currently exist, like at OCJ.
