Requirements for Parents Budget Meeting  (Public Schools) - normally held with the Annual General Meeting
The amended South African Schools Act  (through the BELA process) now requires a 10% Quorum for School Budget approval through a budget meeting of bona fide verifiable parents. 

SASA 38 (6) A quorum of 10 per cent of parents is required for the general meetings of parents contemplated in subsections (2) and (4). 

SASA 38 (2) Before a budget referred to in subsection (1) is approved by the governing body, it must be presented to a general meeting of parents convened on at least 30 days’ notice, for consideration and approval by a majority of parents present and voting 

SASA 38 (4) If a governing body finds it necessary to— (a) deviate from the initial budget that has been approved as contemplated in subsection (2), and the deviation will be 10 per cent or more of the initial budget; or   (b) reallocate funds for use for a purpose different to that which was approved by the parents as contemplated in subsection (2)
