Project Design

Project design is the process by which USAID defines how it will operationalize the results outlined in a CDCS or another strategic framework. The strategic planning process defines the approach, and the project design process outlines its execution.

The Program Cycle is the operational model for planning, delivering, assessing, and adapting development programming in a given region or country to advance U.S. foreign and economic policy. The cycle shows how the different tasks conducted throughout the Program Cycle come together to improve results. It establishes the linkages between the high level strategy for a country and region (articulated within a CDCS or RDCS), the project activity design that guides activity implementation, and the MEL and CLA frameworks that help the Agency improve and adapt programming throughout implementation. Underpinning the Program Cycle are four implementation principles: Apply analytic rigor to support evidence-based decision making, manage adaptively through continuous learning, promote sustainability through local implementation and financing, use a range of approaches to achieve results.

USAID Digital Strategy 2020-2024
- This strategy outlines USAID’s deliberate and holistic commitment to improve development and humanitarian assistance outcomes through the use of digital technology and strengthen open, inclusive, and secure digital ecosystems.
Bureau for Resilience and Food Security Digital Strategy Action Plan (2021)
- This action plan highlights the priorities for the Bureau for Resilience and Food Security to: (1) improve measurable development and humanitarian assistance outcomes through the responsible use of digital technology in programming; and (2) strengthen the openness, inclusiveness, and security of country digital ecosystems.
A Vision for Action in Digital Health (2020 - 2024)
- This vision charts a course to sharpen the investments of the USAID in health-sector digital technologies and the data they enable in our partner countries. This policy guidance for USAID’s staff will advance a new generation of strategic digital health investments.
