Detailed Implementing Guidelines for the hiring of CoS and the scope of their work
In line with the Philippine Development Plan 2023–2028 and DepEd’s commitment to enhancing asset governance and institutional capacity, this proposal supports:
Strengthened public financial management and site readiness for capital outlay
Improved service delivery and compliance with the General Appropriations Act (GAA)
Accelerated implementation of national programs including Last Mile Schools, Electrification, and the School Building Program
Harmonization with inter-agency land titling efforts under Department of Environment and Natural
Resource (DENR), Department of Agrarian Reform (DAR), and Land Registration Authority (LRA) and other agencies and stakeholders on public school site titling
The expansion of the STO is a strategic and urgent reform that addresses a long-standing gap in DepEd’s governance of public school assets. It ensures that public schools in Basic Education are legally protected, infrastructure-ready, and positioned to benefit from national and local development programs. This would also ensure security and career pathing for the staff of the STO.
This batch of Contract of Service (CoS) will be assigned at the DepEd Central Office-Sites Titling Office to augment the existing warm body to work on the documents for the transfer of school titles in the name of the state (Department of Education).

Orientation on Mandate, Technical Foundations, and Provincial Action Planning
From June 18 to 20, the Sites Titling Office conducted a comprehensive three-day orientation for Contract of Service (CoS) personnel to strengthen their understanding of the office’s mandate, technical foundations, and operational protocols. The sessions covered key topics such as roles and responsibilities, legal frameworks, land classification, site validation processes, and data inventory. Resource persons included STO directors, technical assistants, consultants, and guest speakers from the field. Participants engaged in provincial breakout sessions to identify local challenges, set priorities, and draft a six-month action plan. The activity culminated with presentations of selected provincial action plans and a session on best practices in land titling, reinforcing strategic and operational alignment across regions.
