The Ecliptic Vanguard serves as the UMC's emergency response branch, specializing in disaster relief, rescue operations, environmental restoration, and crisis intervention following natural or dimensional catastrophes. While Pan serves as its public-facing leader, Bulla oversees strategic planning and culture-based technologies. Elara, Uub, and Goten function as standing operational leaders during major deployments.
Twilight Concord
Purpose: Diplomacy, peacekeeping, and reconciliation.
The Twilight Concord transforms listening into institutional practice by facilitating negotiations, mediating disputes, rebuilding fractured relationships, and reframing narratives that perpetuate conflict.
