The topic selection for the Assembly is rooted in community. The Advisory Board will work with the community to listen for priorities and potential issues that could benefit from a Citizens' Assembly.

The delegates are selected at random by a process called "sortition." Sortition is the process of selecting delegates at random, in order to obtain a representative sample of City of Dayton residents.
