The evolution of 5G and the acceleration of 6G research have intensified the need for ultra-reliable, low-latency wireless communication, placing short-blocklength and session-specific transmissions at the center of modern system design. In these scenarios, traditional metrics based on long-term average channel characteristics no longer capture the expected performance. Since many transmission sessions occur within a single coherence interval—or even shorter—the amount of data, available resources, and instantaneous channel conditions jointly determine reliability and latency.
To address these challenges, the data-oriented transmission paradigm has emerged, offering a fundamentally new perspective for evaluating and designing wireless systems. By focusing on real-time, session-specific performance, rather than long-term averages, it explicitly characterizes the interplay among data size, bandwidth, latency, and reliability. This makes data-oriented design highly relevant to both current and future standardization efforts, including 5G URLLC and 6G Hyper-Reliable, Low-Latency Communication (HRLLC). The second edition of the workshop extends this perspective further by emphasizing how to integrate data-oriented principles into next-generation wireless network architectures, satellite-terrestrial systems, IoT deployments, optical wireless communications, integrated sensing, and AI-driven network orchestration. It also aims to connect academic advances with ongoing discussions in major standardization bodies such as 3GPP and ITU.
