About David A. Patterson, President of DAP Solutions LLC:

David A. Patterson (he/him/his) serves as Deputy City Clerk for the City of Waukegan. Appointed on May 8, 2017, at just 22 years old, he became Waukegan’s youngest appointed Deputy City Clerk, demonstrating early leadership and a strong commitment to public service.

A proud resident of Waukegan’s 7th Ward Blumberg Subdivision, David is deeply engaged in his neighborhood and community. Early in his civic involvement, he founded and organized the Blumberg Area Neighborhood Watch, which quickly grew into one of the strongest and most active neighborhood watch groups in the 7th Ward, helping foster communication, collaboration, and safety among residents.

David received his Associate of Arts (AA) degree from the College of Lake County, with a concentration in Hospitality Management. His academic foundation in hospitality and service leadership continues to influence his professional approach, emphasizing organization, responsiveness, and a people-first mindset in both public service and private consulting.

David is an active member of the Municipal Clerks of Illinois (MCI), where he earned his Registered Municipal Clerk (RMC) designation. He is also a member of the International Institute of Municipal Clerks (IIMC), where he earned his Certified Municipal Clerk (CMC) designation.

Within IIMC, David has served two terms as a Board Member of the Public Relations & Marketing Committee and currently serves as a Board Member of the IDEAL (Inclusion, Diversity, Equity, Accessibility, and Learning) Committee, contributing to initiatives that advance inclusion, professional growth, and leadership within the municipal clerk profession.

He has also served as Vice President of the Municipal Clerks of Lake County (MCLC) Executive Board, first appointed in 2018 and later elected to a full term by MCLC members on May 8, 2019.

In addition to his public service, David is President of DAP Solutions, LLC, a consulting firm providing professional guidance in government processes, civic engagement, mediation, communications strategy, and organizational support. Through this work, he draws on his extensive experience in public administration and customer service to help individuals and organizations navigate procedures effectively, ethically, and with confidence.

Customer service remains central to David’s professional philosophy. Prior to his municipal career, he worked in the hospitality industry, where he developed a strong foundation in customer care and public engagement. In his role as Deputy City Clerk, he emphasizes professionalism, responsiveness, and accessibility, striving to ensure that every resident and customer has a positive, efficient, and respectful experience when conducting business with the Office of the City Clerk.
