Biography

I hold a PhD in Public Policy (2021-2025) and a Master's degree in Public Administration (2017-2019), both from Seoul National University. My doctoral research focuses on the implementation of e-government in Vietnam, where I have highlighted the distinctive features of policy implementation within the Party-State administrative model and the critical role of local cadres in this process. Throughout my academic journey, I have integrated data analytics methodologies with public policy theories, with a strong emphasis on empirical applications and quantitative analysis.

My research agenda spans key policy areas, including policy analysis, policy evaluation, and policy implementation. In addition, I have a keen interest in e-government, digital transformation, and sustainable development. These areas not only shape my academic pursuits but also inform my vision of leveraging public policy to improve societal outcomes.

My career aspiration is to become a scholar in the field of public policy, contributing my knowledge and expertise to policy consultation in service of the public interest. Concurrently, I aim to pursue an academic career as a lecturer and researcher in public policy, particularly within the context of Vietnam’s evolving governance landscape.

Prior to embarking on my academic journey, I gained seven years of professional experience as a government official in the local public sector, specifically within the Department of Home Affairs. During this time, I was responsible for the implementation of administrative reform policies, the management of reform projects, overseeing digital transformation initiatives within local government agencies, human resource management, and general office administration.
