To provide efficient and effective library services to cater to the different sectors in the community, reaching out to the unserved and underserved including those from far-flung barangays and equip them with knowledge and information to become active participants in nation building.
The Dagupan City Public Library opened its doors to the public on May 22, 1948. It was first housed at the Home Economics building of the West Central Elementary School. It was at this very same place where General Douglas MacArthur resided during his stay in Dagupan City in 1945. From the West Central grounds, it was transferred to a “Quonset Hut” near the city hall. After a few years, it was transferred to the 3rd floor of the City Public Market. When the 1990 killer quake hit Dagupan City, most structures and buildings were destroyed including the public market where the library was located. Hence, the library was transferred to the city hall building at the second floor.
On May 11, 1993, it was renamed as Dagupan City Public Library and Information Center by virtue of City Ordinance No. 1468-93 by the Sangguniang Panlungsod. In 2002, it was transferred to City People’s Astrodome at Barangay Tapuac, Dagupan City where it is located up to the present.
Dagupan City Public library has come a long way from a very small, cramped reading center to a wide, spacious and modern library that continues to evolve and upgrade its services.
