He is a 2019 Philippine Bar Passer and was formally admitted to the Philippine Bar on July 15, 2020.

He was born on November 11, 1904, in Sta. Maria, Ilocos Sur. He was orphaned with his only brother Antonio by the early death of his father. He studied and graduated in the Vigan High School, and married Miss Mercedes Parel Paz in 1923. He taught school at Umingan Pangasinan with meager salary of PHP 52.50 a month.
Later he became a clerk in the defunct Executive Bereau in the old Ayuntamiento, Manila. While there he studied in the University of the Philippines taking evening classes. When he was offered a teaching job, he resigned as a clerk and went to teach in the Visayan Institute where he completed his Associate in Arts degree, pre-law, in 1934. He returned to Manila and granduated in 1937 from the College of Law, University of Manila and passed the bar examination the same year.
He returned to his home province and served in the Bereau of Audits, where he was employed until the outbreak of the Japanese war. After liberation, he practiced his profession as an Attorney and had become one of the best practicing lawyers of Ilocos Sur with the largest clientele. He was well respected, held in high esteem, beloved, with a sound financial stability. He was also the General Manager of the People's Surety and Insurance Co., Inc. for Ilocos Sur and Ilocos Norte branches, Member of the Vigan Rotary Club; Vice-President, Boys Scouts of the Philippines, Ilocos Sur Council; President, Parent-Teachers Association, Bantay, Ilocos Sur. He too, was a farmer, teacher and good father to five (5) children namely Josefina, Severino Jr., Herminia, Florencio and Aniceto.
Atty. Severino Dacquel Dagdag Sr. (Binnong, Binnoy or Benny) was also the Master of Angalo Lodge No. 63, F. & A.M., in Vigan twice. He was the incumbent Master of the Lodge at the time he met death in a truck accident in Sison, Pangasinan in 1953.

Atty. Severino Paz Dagdag, Jr. (fondly called as ‘Bening’ or Ben) was born on July 25, 1926 in Bantay, Ilocos Sur. His father was also a lawyer, Atty. Severino Dacquel Dagdag, Sr. (aka ‘Binnong’ or Binnoy), from Brgy. Gusing, Sta. Maria, Ilocos Sur, while his mother is Mercedes Parel Paz of Poblacion, Brgy.V, Bantay, Ilocos Sur. His siblings are Josefina D. Nisperos (eldest), and the younger Atty. Herminia D. de Guzman (a BIR corporate lawyer), Atty. Florencio Dagdag (Ilocos Sur COMELEC Supervisor) and Atty. Aniceto Dagdag (Ex-military counsel). He studied at Bantay East Central School (BECS), finished his high school at Vigan High School (I.S.N.H.S.), and completed Associate in Arts (AA) degree, his pre law, at the CIC (Colegio Immaculada Concepcion), now DWCV. When war (WWII) broke out in 1941-45, being an adolescent youth by then, he became a guerrilla member (U.S. Army Forces in the Far East) stationed at Brgy. Lingsat, Bantay, Ilocos Sur command post. Notwithstanding his studies (high school & college education) were interrupted due to the armed conflict, he managed to resume his own schooling after the cessation of war, and pursued his Ll. B. degree from the College of Law, University of Manila (U.M.). To survive and sustain his ambition, he worked as Clerk-typist at Camp Crame that was then made headquarters of the USAFFE. In here, he met Miss Josefina C. Vince Cruz of Aguilar, Pangasinan, a co-worker, also a self-supporting and working (BSE) student at the U.M., whom he later married.
While studying in Manila, he also worked as a taxi driver to maintain himself with the help of distant relatives in Tondo, Manila (lolo Berto/lola Angeling Directo). He obtained his Bachelor of Laws degree in 1954, took the bar and passed the examination in the same year. However, while waiting for the bar result, Severino Jr. and wife Josefina Dagdag preferred to settle and return to Bantay, Ilocos Sur, his hometown, to continue with the legal profession started by Severino Sr., who unexpectedly passed away in 1953 due to a bus mishap, and succeeded as branch manager of now defunct People’s Surety Bond and Insurance Co. for Ilocos Sur and Norte. He then established and opened his own law office in Vigan, Ilocos Sur, as a private practitioner. He hated working in the government or public sector, because he doesn’t want being controlled/constrained by a ‘boss’ or to serve an employer, both as to working time and salary pay.
He was an active officer of the Knights of Columbus (K of C) Fr. Jose Burgos Council of Vigan, Ilocos Sur, being its lecturer for several years. Served as long-time Treasurer, Secretary and Board of Directors of the Integrated Bar of the Philippines (IBP, Ilocos Sur Chapter). A part-time college professor (law subjects) at the University of Northern Philippines (UNP) and Divine Word College of Vigan (DWCV). He was a farmer, writer, music enthusiast, nuestra senora caridad devotee, educator, noted academe and a father to two (2) children, the retired Judge Mercedes ‘Mercy’ VC Dagdag-Lindog (his only daughter) and Municipal Secretary Leonardo VC Dagdag (the only son). He peacefully and gracefully returned to the Lord almighty, our creator, on February 22, 1986, due to lingering illness, fulfilled and accomplished. He was then exactly 60 years old.
