We, a group of victims of the Islamic Republic of Iran’s military, security, and law-enforcement institutions, have for years tied our struggle against this regime to justice-seeking: exposing crimes and repression, working to identify those who carried them out and those who ordered them, and pursuing accountability for perpetrators and human-rights violators.

We believe that justice-seeking is one of the foundational pillars for achieving democracy in Iran. Under international law and the accepted principles of transitional justice, justice-seeking guarantees victims’ inalienable right to the whole truth, to justice through fair trials, and to reparation mechanisms. It must also include processes that ensure repressive and rights-violating structures are dismantled and that past crimes will not be repeated.

In recent months, a growing and troubling trend has emerged within parts of the opposition abroad, described as “rizesh” (“defections”), which in practice amounts to granting immunity to perpetrators and commanders of crimes, as well as to collaborators and those who strengthen the repressive institutions. Proponents of this approach call on members of these institutions—without even disclosing their role in human-rights violations or their knowledge of the structures of crime and repression, and without undergoing any accountability process—to merely declare opposition to the Islamic Republic and either join the opposition abroad, or, for those who remain in Iran, stay in their posts until a “proper time” arrives. This effectively means continuing activities that, depending on their position and role, reinforce the repressive apparatus and perpetuate crimes.

We believe such a trend violates the fundamental, non-negotiable rights of victims and whitewashes these institutions internationally—including the Islamic Revolutionary Guard Corps (IRGC), which has been designated a terrorist organization in some countries.

While insisting on our rights to truth, justice, and reparations, we categorically oppose this trend. We call on everyone to take concrete action and to make serious and determined use of all available mechanisms so that we can hold accountable not only members of repressive and criminal bodies, but also all those who, under the banner of “rizesh,” help strengthen the international standing of repressive organs—especially the IRGC.
