Basically, just start a household with only one person. Become good enough friends with someone to ask them to become roommates. DO NOT ASK THEM TO MOVE IN. Anyway, kill the Sim you made for the household. When the Grim Reaper comes, make sure the roommate is still in the house. When the Grim Reaper takes the Sim's spirit, wait for you to get the screen that says "The End....?", then click "OK", or "Okay", idk, anyway, then it'll bring you to the map for the neighborhood. What you now gotta do is click the household that your roommate and previously living Sim were at. Now, try to move in to the house without making a new family. The game should then softlock you, and you can still scroll around the map just fine, and zoom in/out, but that's it. No menus. You can't do anything except look at the map. If you want to stop it, just exit the game and open it back up.

See, if you divide 9 by 3, you get 3, and when you divide 10 by 2, you get 5. Let's multiply 3 by 5, shall we? When you multiply 3 by 5, you get 15. Let's add those 2 remaining 3's together. When doing so, you get 6! Let's add 6 to 15. What do we get? 21.
