Wen-Ning Chang is an Assistant Professor at the Institute of Marine Affairs and Resource Management, National Taiwan Ocean University, where she teaches international law of the sea, ocean policy, and ocean governance, with a focus on addressing challenges posed by climate change.
Dr. Chang received her LL.M. and Ph.D. in Law from the University of Washington School of Law, supported by a prestigious Taiwan Government Scholarship for studying abroad. Before pursuing her studies in the United States, she obtained her LL.B. from National Chengchi University in Taiwan.
Professionally, Dr. Chang has served as a legal advisor for regional fisheries management organizations, such as the Commission for the Conservation of Southern Bluefin Tuna (CCSBT) and the Southern Indian Ocean Fisheries Agreement (SIOFA). She also worked as the Secretary of the Operation Division at the Overseas Fisheries Development Council of the Republic of China, gaining valuable experience in international fisheries governance and policy-making.
Dr. Chang’s research focuses on international law of the sea, international fisheries law, ocean policy, and the intersection of ocean governance and climate change. At National Taiwan Ocean University, she actively engages in interdisciplinary projects, including government-led initiatives on climate impacts and sustainable fisheries. Drawing on her strong legal expertise and her role at the Institute of Marine Affairs and Resource Management, Dr. Chang’s work bridges law and science, offering legal insights to address critical issues such as fisheries adaptation, blue carbon policy, and marine environmental policy.
Through her teaching, research, and policy engagement, Dr. Chang aims to contribute to sustainable ocean governance that balances scientific, ecological, and legal dimensions in the face of global climate challenges.
