The block was converted into flats in the late 1980s. In the late '80s/early '90s there was a property crash and the freeholder went bust. A group of Leaseholders (i.e. people who owned flats) set-up a company (CVRA Ltd) to purchase the freehold from the receiver. Approximately 40% of the Leaseholders contributed to the finances and became shareholders of CVRA Ltd and CVRA Ltd acquired the freehold.
Note: all CVRA Ltd shareholders must be Leaseholders. This is written into the articles of CVRA Ltd and the shareholding is normally passed on to the new Leaseholder in the flat sale process.
From the early 1990s to early 2021, CVRA Ltd has not only acted as freeholder but has managed the block (i.e. set the service charge level, etc.) via its appointed residential managing company (RMC).
In February 2021 management of the block was contracted to City View House Management Ltd (company number: 11420410) which is a members company. Membership is open to all Leaseholders at City View House. This ensures that all Leaseholders (not just those which are CVRA shareholders) have a say in the management of the block.
City View House Management Ltd – the ManCo - has now taken over formal responsibility for the management of the block and CVRA Ltd concentrates solely on freeholder matters.
