This symbol '>' means that the vehicle is in a folder with the vehicle ABOVE without the same symbol and is needed to unlock it.

This symbol '↓' means that the vehicle ABOVE (without the '>') IS needed to unlock the vehicle BELOW the symbol.

The vehicles/symbols that are colored gray are NOT available in game.
