Matt Adams, CST13 Director
With 29 years of professional Scouting experience, Matthew Adams has dedicated his career to strengthening the Scouting movement across multiple councils and states. As an Eagle Scout himself and the proud father of an Eagle Scout currently studying at the Colorado School of Mines, Scouting is truly a family legacy.
Matthew has served in four councils across two states, gaining extensive experience in council operations, program development, and leadership training. Currently, as the CST Director, he supports 18 councils across Eastern Pennsylvania, New Jersey, Connecticut, and Rhode Island, helping local leaders enhance their programs and grow Scouting in their communities.
Career highlights include serving as Camp Director for Gerber Scout Camp (1999-2000), attending NOAC twice with his son, and experiencing the World Scout Jamboree at the Summit. In April 2024, Matthew stepped up to a new challenge as Council Service Territory 13 Director, continuing his passion for building a stronger future for Scouting.
Chuck Bolger, CST13 Immediate Past Commissioner, CST13 Leadership Lab Admin Staff
Chuck is a 45+ year Scouting veteran who currently support CST13 as the immediate Past Commissioner. He is an Eagle Scout, a Vigil Honor member of Unami Lodge One, a Cradle of Liberty Council Executive Board Member, a Silver Beaver and Silver Antelope recipient, and is a past Council Commissioner and NER Area 5 Commissioner. He is also a Unit Commissioner, an NCAP Administrator, and is the New Member Coordinator for Ambler (PA) Cub Pack 164.
Jerry Case, Vice Chair National Membership Committee
Gerard G. “Jerry” Case is currently serving Scouting as a member of the Middlesex District Eagle Committee and the Executive Board of the Monmouth Council, and the Vice Chair of the National Membership Committee. In 2008, he became the Council Commissioner of the Central New Jersey Council, which he held until June 2011. He most recently served as the Council Commissioner and Safe Scouting Champion for Monmouth Council, Vice President, Membership and Vice President for Council Operations for Area 5, Northeast Region, BSA, Membership Lead for NST 13, Associate Adviser and then Adviser for Section NE-5A, Order of the Arrow, Vice President, Membership for the Central New Jersey Council, and as the National Camp Assessment Program Coordinator for the Monmouth Council. He has also served as a Camp Assessment Team Leader, Council Progress Review Team Leader, Commissioner Staff and Leadership Heights staff at two National Scout Jamborees, and a Course Leader at the Philmont Training Center.
Mark Chilutti, Immediate Past Council President for Cradle of Liberty Council, Member of the National Finance and Fund Development Committee, Member of the National Scouts with Disabilities Committee
Mark Chilutti currently serves as the Immediate past Council President of the Cradle of Liberty Council, as a member of the national Finance & Fund Development committee, and the national Scouts with Disabilities committee. He co-presents a monthly fundraising webinar for volunteers & professional Scouters that has helped councils put practical tips to raise more money into use.
Outside of Scouting he has spent the last 23 years raising over $50 million to help improve the quality of life of individuals with disabilities at Magee Rehabilitation Hospital. He is a gifted public speaker and presents at fundraising conferences across the country.
Mark is an Eagle Scout and received NESA's Outstanding Eagle Scout Award. He's a recipient of the Silver Beaver & Silver Antelope, the OA's Distinguished Service Award, Founders Award, and Vigil Honor. He is also a former wheelchair tennis player.
Todd Columbia, CST13 Leadership Lab Admin Staff, Order of the Arrow E17 Section Adviser, Sea Scout Ship 1510 Committee Chair
Todd has served in multiple unit, district, council, and territory level roles during his 44 years in the Scouting program. Todd is currently serving as the E17 Section Adviser for the Order of the Arrow and as the CST13 Alumni Lead. Todd is also part of the administrative staff for today's event.
Todd was recently the Wood Badge Course Director for CST13-347-25 which was a join effort between Monmouth Council and Patriots' Path Council after serving on staff for 5 previous courses.
Todd is a recipient of the Silver Beaver, Council Venturing Leadership Award, National Outstanding Eagle Scout Award, James E. West Fellow, OA Vigil Honor, and the OA's Founders Award.
Outside of the program, Todd has been running technology help desk company in Central New Jersey for the last 26 years.
Jessica Fajardo, Field Director for Northern New Jersey Council
Jessica Fajardo brings more than a decade of professional Scouting and nonprofit leadership experience to her role in the Northern New Jersey Council. Since beginning her Scouting career in 2014, she has been committed to service, youth development, and ensuring all young people have access to meaningful Scouting experiences.
Today, as Field Director, Jessica oversees a team of eight field professionals and provides direct support to districts, volunteers, and committees to ensure consistent, high‑quality Scouting experiences council‑wide. Her leadership is marked by strong staff development, strengthened community partnerships, and building sustainable systems that support continued growth in youth membership and program quality.
Jessica is Wood Badge trained and a certified Leave No Trace Trainer, reflecting her commitment to Scouting’s leadership principles and outdoor ethics.
Scott Fisher, CST13 Leadership Lab Chair
Scott Fisher is current CST13 Leadership Lab Chair, and the Lead for ScoutChat for the 2013 through 2026 National Jamborees. Scott previously served as the National Venturing Associate Advisor for Territories Support and has also been the National Service Territory 13 Venturing Advisor for 2 years after serving as the NE Region Area 5 Association Venturing Advisor for 2 years prior.
Scott has been recognized with the Silver Beaver Award; Territory, Area, and Council Venturing Leadership Awards; and a James E. West Fellowship in Garden State Council. After introducing the BSA to Scoutbook in March of 2014, Scott later became the founding Chair of the National Scoutbook User Advisory Council for the BSA in 2015 and the Scoutbook User Advisory Council is still going strong 10 years later.
Bill Folk, Vice President of Camping for Minisi Trails Council
As a youth, Bill started his scouting journey with Cub Pack 438 in Roslyn, PA in 1968. He was active in the program attaining the rank of Life Scout before aging out in 1976. He graduated from Kutztown University in 1980 and started working for Air Products as an IT Professional. A global leader in Industrials Gases, Air Products is well known for their safety culture. Bill retired as an IT leader from Air products after 39 years. During his years at AP, Bill was involved in the Exploring program for over 30 years and worked closely with Minsi Trails to promote Exploring council wide.
Bill got back into traditional scouting when his son, Zachary, became a Tiger Scout in 1999. He served as a Den Leader during his son’s time in cub scouts and was part of the leadership team that formed a new Troop in Allentown, PA in 2004. Bill served as Scoutmaster of Troop 1600 for 18 years. During his time as Scoutmaster, the troop recognized 53 Eagle Scouts. Bill led Philmont trips in 2007 and 2012 and served as Scoutmaster for the 2010 National Jamboree contingent.
Bill has served as the Camping Committee Chair for Minsi Trails Council for the past 7 years and currently serves as the VP of Camping for the council. He chairs the council’s National Jamboree committee and serves on the council’s Strategic Planning and Safety Committees.
Al Garcia, Council Commissioner for Garden State Council
Al has been a Scout Leader at The Garden State Council for over 15 years, where he was a very successful Cubmaster & Scoutmaster. Al and his team were able to grow their Cub Pack from a dysfunctional Pack of 30 Scouts to an extremely organised and thriving Pack of 102 Scouts in under 2 years.
Al takes great pride in teaching others how to replicate his Packs success through his series of Cubmaster workshops. Al's current Scout position is that of Council Commissioner and previous positions have included, VP of Membership, District Chairman, Crew Associate Advisor, Scoutmaster, Merit Badge Counselor,Cubmaster, Den Leader, Lion Program Coordinator.
Alan Grossman, CST13 Finance and Fund Development Team Lead
Alan Grossman has served Scouting from the pack and troop level through National Committees. He currently serves as Finance and Development Team Lead for CST 13, the Executive Board of Patriots Path Council and the National Jewish Committee on Scouting.
Professionally, Alan has worked with universities (public and private) and national non-profits in development leadership positions.
Linda Hassler DNP RN, National Exploring Committee
Linda Hassler is a lifelong Scouter and distinguished healthcare professional. Beginning as a First Class Girl Scout, she transitioned into Exploring, eventually serving as President of Post 999 and EPA Chair for Monmouth Council. Her adult leadership spans roles as a Girl Scout Leader, Troop Committee Member, and District Chair.
Currently an Executive Board member for Monmouth Council, Linda also serves as the National Exploring Committee’s subject matter expert for Healthcare. Professionally, she holds a Doctorate in Nursing Practice and is the Director of Academic Partnerships and Research Coordination at Parker Health Group.
Arland Hotchkiss, Cradle of Liberty Council SAFEguarding Scouts Chair and High Adventure Chair
Arland serves the youth of the Cradle of Liberty Council as Committee Chair of two large Troops 541G (39 scouts) and 542B (78 scouts) in Maple Glen, PA. He also serves on the council Executive Committee, Executive Board, SAFEguarding Scouts Chair and High Adventure Chair. He served as council Program Chair, Advancement Chair, STEM/Nova Chair, district Vice-Chair, district Advancement Chair, Merit Badge Counselor, Nova Counselor, Supernova Mentor, and Ad Altare Dei Counselor. He has served as Eagle Coach for over 50 scouts including his son Sam (2012) and was very proud to preside over the Court of Honor for the 207th Troop 542 Eagle Scout last year. He started in scouting as a member of Troop 1 in Louisville, KY, which just celebrated its 113th year of continuous chartering.
Arland served as Scoutmaster at a World Jamboree (2019) and two National Jamborees (2013, 2017), was also a Jamboree Assistant Scoutmaster (2023), Junior Assistant Scoutmaster (1977), and attended another Jamboree (1973) as a scout. He is an Eagle Scout, Arrow of Light Scout and Order of the Arrow Brotherhood member of Unami 1. He received the NESA Outstanding Eagle Scout Award, Silver Beaver Award, District Award of Merit, Grand Slam High Adventure Award, 50 Miler Award, Celtic Cross and St George’s Cross. He is an Owl (N5-525-14), and served as Wood Badge Course Director (N5-525-21, 47 participants), Back-up Course Director for a Regional Pilot Wood Badge Course (N5-525-18) and served on the faculty of Wood Badge Course Director Conferences in Houston, TX (2019) and in Scranton, PA (2023). Arland is a Ph.D. Lead Scientist with the U.S. Department of Agriculture and married to Julia Goplerud, Cradle of Liberty Council Commissioner.
Archer Jones, CST-13 Commissioner, Wopalanne Lodge Adviser
Archer currently serves as the CST13 Commissioner. He is an Eagle Scout from the class of 1988 and a Vigil Honor member of the Order of the Arrow. He has served as a Den Leader, Cubmaster, Assistant Scoutmaster, Scoutmaster, Associate Crew Advisor and Ship Committee Chair. He has been a Unit Commissioner, District Commissioner, Assistant Council Commissioner and Council Commissioner. Archer is Lodge Advisor for Woaplanne Lodge. He has been married to his wife Stephanie for 27 years. His son Shane, is an Eagle Scout, Summit Award and Quartermaster Award recipient and his Daughter Hannah is a Summit Award and Girl Scout Gold Award recipient.
Beth Katz, Vice President of Program for Pennsylvania Dutch Council
Beth Katz is the Pennsylvania Dutch Council Vice-President of Program. She served as a liaison from the National STEM Committee to the National Cub Scout Program Committee during the current Cub Scout Program update. Beth is an Assistant Scoutmaster with both the girl and boy Scouts BSA Troops 88 in Millersville, Pennsylvania where she is also Committee Chair of Cub Scout Pack 88. She is a founding member of Aviation Venturing Crew 52 at Smoketown Airport. She has received the Silver Beaver, OA's Founders Award, and the Vigil Honor. Beth retired as an adjunct Computer Science professor at Millersville University and also serves as a volunteer land steward for the Lancaster Conservancy
Bill Kropa, Scouting Alumni National Committee, NESA National Training Committee
Bill Kropa is a dedicated advocate for Scouting Alumni engagement who has played a key role in strengthening connections between past and present Scouts. As the CST-13 Alumni Lead, he had worked to build a strong network of Scouting supporters, ensuring continued involvement and contributions to the movement.
Bill serves on the Scouting Alumni National Committee, supporting initiatives that connect and engage Scouting Alumni across the country. Additionally, he is an active member of the NESA National Training Committee, where he helps update training materials and host webinars to provide valuable resources for Eagle Scouts and Scouting leaders.
Beginning his journey with Scouting Alumni and Friends as part of a Council Support Committee, Bill now focuses on developing and supporting Scouting Alumni Community Groups, ensuring lifelong connections between alumni and the Scouting movement. His passion and leadership continue to make a lasting impact on Scouting’s future.
Jay Lubin, President of Connecticut Yankee Council, National Scouting U Committee, Territory Training Coordinator supporting CST 13
Jay serves as President of Connecticut Yankee Council, and has been a member of his Council Executive Board for over 20 years. He is on the National Scouting U Committee as the Territory Training Coordinator, previous for NST 11 and currently supporting CST 13. Jay is a former Scoutmaster, District Chair, Wood Badge Course Director, Council Training Chair, and has served in several Vice President roles in his Council.
A recipient of the Silver Beaver, Jay is a Vigil Honor member of the OA, recognized for his youth service as Lodge Chief of Gitchee Gumee 423, many, many years ago. Jay is a retired pension and benefits consultant. Jay is also a retired Navy Captain, with 30 years of active and reserve service.
Kevin McClelland, Scout Executive & CEO for Minsi Trails Council
Kevin McClelland currently serves as Scout Executive of the Minsi Trails Council in Allentown, Pennsylvania. Kevin began his Scouting career in 2003 as Registrar for the Baltimore Area Council in Baltimore, MD. He went on to serve as Paraprofessional, Camp Director, District Executive, District Director, and Field Director in Baltimore. Kevin moved on to become District Director, Development Director, and Director of Field Service at the Great Southwest Council in Albuquerque, NM, and most recently Field Director and Assistant Scout Executive of the Connecticut Rivers Council in East Hartford, CT.
Kevin was a Life Scout, is a Vigil Honor member of the Order of the Arrow, a Bobwhite from NEIV-154 Wood Badge Course, and served on many National Camping School faculties. He enjoys reading, traveling, and watching sports.
Kevin and his wife Melissa have a foster daughter and a houseful of pets to keep them busy.
Dr. Phil Mollica, CST13 Membership Lead
Dr. Phil Mollica is an Eagle Scout from New Jersey being in scouting for 61 years. As an adult Dr. Mollica has served in many positions in scouting. On the unit, district and council level. He is the past Council Commissioner and Past President for Northern New Jersey Council. Dr. Mollica currently serves as Vice-President for Membership at NNJC. Phil has attended all the national high adventure camps in addition to serving on 9 Jamboree staff positions. Most recently as Sub-Camp Bravo One, Chief. He is the recipient of the Silver Beaver and numerous religious awards. He currently serves as Membership Lead for Council Service Territory 13.
Dan Rogers, Scout Executive for Georgia Carolina Council
As part of our signature session, Dan will share his powerful story of perseverance and discovery from his 3,400-mile walk across the United States. His journey reminds us that progress isn’t about speed or perfection, but about consistency, purpose, and taking the next right step. Dan’s message will resonate deeply with Scouters who understand that building strong youth, units, and communities happens one step at a time.
Paul Schofield, CST13 Program Lead
Paul Schofield is an Eagle Scout and Vigil Member from Warwick, RI in Narragansett Council and currently serves as the CST 13 Program Lead. Within Narragansett Council, he also serves on the Executive Board, as a DIstrict Chair, as the Wood Badge Coordinator, and as a Campmaster. Paul is also the Chair of the Yawgoog Alumni Association and was the Wood Badge Course Director for N1-546-15. In the past, Paul has held multiple unit roles in both Scouts, BSA and Cub Scouts and has had the opportunity to attend three National Jamborees and the 2019 World Jamboree with Council Contingent troops.
When not Scouting, he works as a Professional Engineer and Project Manager for the Rhode Island Department of Transportation.
Scott Storrer, CST13 Chair-Elect
Scott is the Territory Chair-Elect for CST13.
Scott A. Storrer currently serves as the CST13 Chair Elect. Prior to this new role Mr. Storrer represented CST 13 as its Local Council Chair Cabinet (LCCC) representative. Scott has served as the Cradle of Liberty Council President and continues to serve the Council as a Member of the Executive Board. He currently is President & CEO of Affinity Empowering a health services and technology company. Scott and his wife Katie live in Newtown Square, Pennsylvania. They have 4 children and 3 high maintenance dogs.
Joe Strigle, CST13 Chair
Joseph (Joe) P. Strigle has served CST 13 as Chair Elect (2021-2224) and Chair (2024-current). Prior to the Scouting America’s restructuring Joe served as the Northeast Region Area 4 President 2019-2021. Joe has also served as the Juniata Valley Council President and continues to serve the Council as a Member of the Executive Board.
A resident of State College, Pennsylvania, Joe and his wife Kay have two adult children. A son Brad, an Eagle Scout, wife Nina and 3 grandsons. A daughter Jessica, husband Jon (an Eagle Scout) and 2 granddaughters.
Joe grew up in the Philadelphia area where he was active in Cub Scouts and Boy Scouts. He began his adult Scouting experience after moving to State College, PA. He participated in various Cub Pack and Den activities throughout his son Brad's Cub Scouting experience from Tiger Cubs through Webelos. When Brad crossed over Joe served as a Troop Committee Member, Committee Secretary and served as Troop Committee Chair for many years. He served on the National Jamboree staff at Fort AP Hill. He also accompanied a Troop contingent to Sea Base. Joe is a James E. West Fellow, a Vigil Honor member of the Order of the Arrow, a Silver Beaver recipient and a Silver Antelope recipient.
Joe is retired. During his professional career he was a Systems Engineer in the Defense Sector performing a variety of technical and management functions over his 43 year career. He began his employment with Texas Instrument as an intern prior to graduating from the University of Pittsburgh at Johnstown in 1980 with a Bachelor of Science degree.
In addition to his work in Scouting, Joe has served as a Lector and Volunteer at various events in his church. He is a volunteer in the Central Pennsylvania STEM Ecosystem, an organization to establish STEM education from pre-K through 12th Grade, across a 12 county region of Central Pennsylvania.
Brian Valentino, CST13 Safe Scouting and Safeguarding Lead
Brian J. Valentino is the Safe Scouting & Safeguarding Lead for Council Service Territory XIII and a noted public safety leader. He is responsible for assisting the territory’s councils in identifying best practices in all related areas of safer scouting including enterprise risk management, youth and volunteer protection, insurance, policy, health & safety, and any related area. Brian previously served as Assistant Area Commissioner, Monmouth Council Commissioner and many other leadership roles.
A 43-year veteran of the BSA, Brian is National Outstanding Eagle Scout Awardee, a Silver Beaver Recipient, a Vigil Honor member of the Order of the Arrow, and Chairman of the National Eagle Scout and Scouting Alumni Associations of the Monmouth Council, BSA.
In his non-Scouting life, Brian is Executive Director & Chief Executive Officer of the Western Monmouth Utilities Authority, Director of the Environmental Professional Development Academy of the State of New Jersey, Commissioner to the Township of Ocean Sewerage Authority and is an active volunteer firefighter and fire service instructor. He lives in New Jersey with his wife Marie and serves as Assistant Scoutmaster in the Scouts BSA Troop where his Second Class son is also a Patrol Leader and his adult son earned his Eagle Scout in 2023.

Les Wu, District Commissioner for Patriots' Path Council
Les Wu is a distinguished leader within the Patriots’ Path Council, currently serving as the Assistant Commissioner for Technology as well as a District Commissioner. A dedicated advocate for unit success, he plays a vital role in coaching and supporting adult leaders to ensure high-quality Scouting programs for local youth.
Beyond his district leadership, Les is a member of the Council’s Executive Board and past District Chair and Scoutmaster. His extensive service and impact on the Scouting movement were formally recognized in 2023 when he received the Silver Beaver Award, one of the highest honors a local council can bestow upon a volunteer.
