Zooming in to 2020, the first presumptive case of COVID-19 in Canada was admitted in Toronto.
On March 14, Gotham government issued an advisory to avoid travels.
In the same March, all types of crimes stopped their uprising trend.
Possibly because of more people spending time at home, the B&E and robbery have obvious decline.
In 2020, Gotham experienced less assaults, B&Es, robberies, and thefts over $5000. Auto theft was an exclusion.
While the deadly virus was taking over the city, Commissioner Gordon got some rest for the first time in many years.
Now it is the perfect time for the Batman's vengeance!
Assault has a strong seasonal trend: summer is the peak for it, same as all other years.
Your insiders from Gotham PD also reflect: assault cases are reported the most at 6 pm, but the officers don't get a break until 4 am.

Zooming in to the bat signal, Moss Park, N#73, wasn't always the most dangerous area. The dark powers arose over years and they are ranked from top 4 in 2015 to top 1 in 2020.
Compared with its neighbours N#76 (Bay Street Corridor), N#78 (Kensington-Chinatown), and N#79 (University), it is the only one that has increasing crimes in 2020.
Using Signal #1 to put stagelight on Moss park, you can see the only crime type that increased in 2020 was Assaults. Because it takes a big part of the total crimes, this contributed greatly to the total increase of crimes.
Moss Park has 7% higher assault rate than the average in Gotham, and the rampancy in 2020 contributed to the overall increase.

What is going on there?
Experienced police officers like Gordon share an impression of the area as a hotbed for crimes.
If you can fly and scan the downtown of Gotham, you would be amazed by how buildings grew over the years. However, the wealth generated in the city did not entirely benefit the residents in the two blocks of Moss Park.
For years, it is known for being dominated by public housing projects, indicating severe socio-economic vulnerability of the community.
Many factors impact crime rates in a neighbourhood, such as culture, demographics, urban characteristics, and economic activities.
In 2016, Moss Park had the lowest household income among the 15 downtown core neighbourhoods. 34.6% of its residents live in poverty, compared with the average 20% in Gotham.
Meanwhile, a high percentage of adults without high school diploma is an indicator of the residents' struggle for skilled employment and access to socio-economic resources.
Research has proved the combination of economic vulnerability and limited access to socio-economic resources can create a setting that is conducive to the perpetration of violent crimes such as serious assaults. And that gives us the answer for crimes in Moss Park.
