The City has received an application from Mesenbrink Construction for a Concept Plan to provide preliminary comments on a proposed development on both sides of County Road 21 east of the intersection with County Road 27. There have been 2 city meetings on the proposal, Planning Commission on May 18th and City Council June 5th, 2023.
The development is proposed to be an industrial park with outdoor storage. The industrial lots would be on well and septic. This proposed development required a change in zoning as outlined in the 2040 Plan. The city has denied the request for a change in zoning.

To illustrate the possible future higher density development, we’ll use a proposed project known as Summergate. Summergate has indicated to the City that they are no longer interested in developing this area currently, but this may change as time goes on. As shown in the original Concept Plan, Summergate would consist of 188 housing units on 1/3rd-acre lots, just 65-feet wide. Summergate was considered, but not approved, by the Credit River Planning Commission at their September 15th, 2022 meeting. Summergate has officially removed their concept proposal and said they no longer have an interest in developing this area. We are keeping this here as an example of what may happen in the future.
This aerial shows the 86-acre Summergate site as it presently exists and the density of existing homes in existing neighborhoods adjoining the site. It shows an average of one existing home for every 9.6 acres. Summergate would have had one house per one third acre, which is ~29 times more dense than presently exists. This is the type and intensity of development that could occur throughout North Credit River as envisioned in the current Future Land Use map.
Note that the Summergate site is mostly forest today. This forest is uniquely important and sensitive according to data from the U.S. Fish & Wildlife Services and the Minnesota Department of Natural Resources. It is designated as a Natural Area Corridor by Scott County.
Presently, the City lacks the detailed and effective tree preservation laws adopted by many other Minnesota jurisdictions. The Credit River Rural Alliance believes development such as Summergate should be put on hold until a good tree preservation law is in place along with the other safeguards regarding road improvements to handle the increased traffic, school capacity, and others essentials to getting growth benefits without so many growth pains.
