RULES AND REGULATIONS
Name:
Colorado West Barrel Racing Association CO, here-in-after referred to as the CWBRA.
Purpose to promote, sanction and approve barrel races in Western Colorado, (the boundary lines are defined as follows: North, South, and West lines to be the Colorado State borders, the Eastern Boundary to be the Continental Divide and the Sangre De Cristo Range), and to provide information via internet concerning the dates of approved barrel races, names of contestants, prize money, and other particulars in which members are interested, and which pertain to Western Colorado. Boundaries to include Moab, Utah.
Membership and Dues
Any person who has that has not been previously barred from the Association will be eligible to join the Association.
Any Women’s Professional Rodeo Association (WPRA), and any Colorado Professional Rodeo Association (CPRA) cardholders shall be allowed to join CWBRA as a member, running in any CWBRA barrel race and will be allowed to count points won at any CWBRA sanctioned jackpot.
Annual dues will be $50.00 per year. Non-membership fee of $5.00. Members joining CWBRA must pay their dues to an officer before points will count for the current year. Insufficient funds checks are NOT considered payment. Membership fees are used for administrative expenses and year-end awards.
Board of Directors and Officers
The Board of Directors shall consist of the elected officers of the CWBRA, and shall be one and the same. The officers of the CWBRA shall be:
President/Finals Director
Vice-President/Awards Director
Secretary/Treasurer
Points Director/ Editor (Web Page Manager)
The new Board shall be nominated and voted on at the annual Finals meeting. If possible, at least two (2) members shall be nominated for each office. Election for each office will be held each year, and all annual members in good standing may vote. (Daily members are not allowed to vote.) The new Board will assume office the first of the next month after finals.
All officers shall serve without salary, but they shall receive a free annual membership for the year they serve. All officers shall be reimbursed for all reasonable out-of-pocket expenses if they are incurred on behalf of CWBRA. Officers will receive officer jackets each year if finances allow.
The Board shall have general supervision over the business and affairs of the Association, with the power to interpret and enforce the by-laws. In the event of a problem the Board Members present at the race will have final say over all matters. The Board, throughout the year, may introduce new rule changes to be voted on at the finals meeting by members in good standing (not including daily members). Ballots will be returned to the Secretary/Treasurer and if passed, will go into effect four (4) days after the website is next updated. Rules cannot be changed except at the CWBRA finals meeting and all disputes throughout the year will be settled by the board members present and then a vote of Board Members if necessary. If a rule is not clear, the Producer of the race will have (1) vote along with the attending board members at their race. If there are 2 producers, they only get (1) vote.
If an office is vacated during a term, the board will go back to the person (nominee) that received the second amount of votes for that office, and that person will have the option of filling the opening. If they decline, the third person will be contacted and so on. If there is no interest by these individuals to fill the opening, the remaining Board will fill the vacancy by a majority vote. 5(a). A board member who resigns during their elected year may keep their points earned up to the date If their membership fees are received by the Secretary/Treasure within 14 days from resignation. If their membership fees are not received within that time period points earned before resignation will not be counted.
The Vice-President shall have the authority to enforce the by-laws and Barrel Racing Rules and Regulations of the Association. The Vice-President shall receive all complaints, criticisms, or suggestions of fellow CWBRA members. If a situation arises that the Vice-President is unable to handle, then the Board of CWBRA will be contacted.
(a.) Disciplinary Guidelines for the Board: Ignorance on any member’s part will not be considered and excuse. The board may use any and all of the following as disciplinary measures
Loss of points
Loss of awards
Temporary or permanent suspension
(b.) Fine (monetary) every horse shall, at all time is treated humanely, and with dignity, respect, and compassion. If a member uses excessive force, or is cruel, abusive or inhumane, the Board may use any and all of the disciplinary measures listed above.
(c.) If a member conducts oneself in an unsportsmanlike manner, the Board may use any or all of the disciplinary measures listed above. THE BOARD WILL DEFINE WHAT CONSTITUES EXCESSIVE FORCE, CRUELTY, ABUSE OR INHUMANE TREATMENT, AND WHAT CONSTITUES UNSPORTSMANLIKE CONDUCT
(d.) At CWBRA approved races, members may only take complaints to Board member, NOT Secretaries, timers, arena workers, etc. The issue will then be discussed by the Board members attending the event with the proper entities. In the event no Board member is present, then the member may take action into their own hands, in a polite, mannerly way. (Remember, you will be representing CWBRA, all barrel racers, and the sport of barrel racing.)
The Secretary/Treasurer shall keep the minutes of the CWBRA meetings. She conducts the official correspondence, books, documents and papers relating to the Association. She is to keep account of all monies received, furnish a copy of all minutes of meetings to the Editor for publication on the website. A financial statement summary will be given at all Board and membership meetings, and published each month on the website. The Secretary/Treasurer shall handle the election of officers. A debit card will also be available .
(a.) CWBRA will carryover a minimum of $1,000.00 at year end to pay for insurance for the next year if at all possible. Current board is to file and send update of status prior to relinquishing office.
The Editor shall be responsible for all news releases, publicity, and the update of the website. Updates will be done as needed. All information for approvals may be mailed (U.S. Mail), E-mailed, faxed or given to the editor in person for publication on the website.
The Finals Director shall be in charge of the finals jackpot and setting up for the awards ceremony.
Awards Director shall organize, receive and distribute year-end awards.
Points Director shall be in charge of tracking points from all races and for all annual members. (Daily members are not eligible for points) In addition, she will submit those updates to the Editor to be published on the web site.
Approvals
All approvals must be sent by a CWBRA annual member, and be mailed (U.S. Mail), E-mailed, faxed or given to the editor and Vice President/points director in person 5 days prior to the race to be updated on website. An approval must contain all information regarding the event. This should include a contact phone number. If approval does not contain all information, or a phone number the event will not be approved. The member sponsoring the barrel race is responsible for sending the results, (including money won) to the Points Director. It is requested that these results be delivered to the Points Director within five (5) days of the event. IF TIME, LOCATION and/or ENTRY FEE IS CHANGED AT ANY APPROVED BARREL RACE, NO POINTS WILL BE AWARDED. NO EXCEPTIONS!!! If a CWBRA barrel race is co-sanctioning with another organization, payouts can be determined by the host organization. In this case, the CWBRA payout is overridden.
There is a mandatory $5.00 daily member fee at all CWBRA approved barrel races, for every nonmember if host is using the CWBRA insurance. If rider is a nonmember and host is utilizing the CWBRA insurance. There will be a $50.00 a day flat fee for any races that are co-sanctioned.
The member putting on the approved barrel race is responsible for getting race results to the Points Director within five (5) days after an event. It will be the responsibility of the Points Director to get the results to the Editor. If results have not been turned in, the Points Director will contact the member who sponsored the race to get the information.
All CWBRA approved barrel races are on a probationary basis. If the Vice-President receives three (3) written complaints (within 1 season) signed by CWBRA members about an approved event, it will be considered justification to no longer approve said barrel race. Final decision will be at the discretion of the Board of Directors.
CWBRA will charge 50.00 equipment rental to all members wanting to co-sanction a race and use CWBRA equipment.
The equipment will be returned to an Officer within 3 days after their race or before the next Cwbra race. Whichever comes first. A 10.00 per day late fee will be assessed. A lease agreement will be signed to cover equipment rental.
5. If the person putting on a race must cancel it, YOU must ATTEMPT to notify all annual members within 48 hours of the race date, we encourage all members to call before you haul when weather is questionable.
6. There are to be no more than three races per week (Monday- Sunday)
7. A contestant may only enter a horse one time in any CWBRA sanctioned race with the same rider.
Earned Points
In order to have points counted towards championship standings, the annual membership dues must have been paid prior to running in an approved barrel race. Daily members will not receive points.
Points will count if won at an approved barrel race with at least a $ 25.00 entry fee, and a minimum of 70% of the entry fee to be paid in the jackpot. $1.00 per exhibition must be charged and given to CWBRA. All Non-Member fees and Buyback fees also are paid to CWBRA. The producer is responsible for their expenses, Arena rent, tractor & driver, barrel setters and office help. This excludes the board sponsoring a race to make money for the club. In this case, all expenses are paid by CWBRA and all profit goes to CWBRA. The office charge (which is also over and above the entry fee) will be left up to the member sponsoring the race in order to cover expenses (arena, tractor, etc). This amount should be kept within reason. The office charge will be announced in the approval on the website.
Points will not count if won in any barrel race that is not approved and published on the CWBRA website.
Standings will be kept according to the points won at an approved barrel race. Points will go to the first five (5) fastest qualified times in each Division regardless if money is won or not. Competitors knocking over a barrel during their competition run will receive a NO TIME. If a barrel is knocked over in a competitive run and the eye does not work, the member WILL NOT receive a re-run.
Each run must have only 2 right turns and 1 left or 2 left turns and 1 right after crossing the eye. Any other combination will result in disqualification.
Points are to be awarded to CWBRA annual members as follows: 1st Place = 5 2nd Place = 4 3rd Place = 3 4th Place = 2 5th Place = 1
CWBRA points will be awarded in all divisions on a 5, 4, 3, 2, 1 basis for 1st place through 5th place. Points are awarded to CWBRA annual members only, regardless of the number of entries or paying places. If two or more members tie, the points for the tied positions will be split equally among the members who tied. For example: In a three way tie for 1st place each member involved in the tie would receive 4 points. This is determined by adding the 1st place points (5), plus 2nd place points (4), plus 3rd place points (3) which equal 12 points and then splitting them evenly. If you have questions regarding this process, please contact an officer attending the event.
The barrels being used for competition are required to have a top and bottom in order to eliminate injuries.
Entries close in the Open 4D barrel race when the first competitor runs. There will be a posted start time for all sanctioned races and you may not start the race before the posted time. If the draw has been done, and the first barrel racer has not run, the person entering will be placed at the bottom of the draw. You may not start the race until the posted start time, unless weather conditions are extremely bad or you are running out of light. In this case you may start the race early but you must allow participants to enter up to the posted start time.
In the event of a double- header, members will be allowed to carry their times over from the first CWBRA race to the second CWBRA race or from another association to CWBRA if Co-sanctioned. If a barrel is knocked over on the first run, you may buy back your second run for $10.00 and the 10.00 will go to CWBRA for year-end awards. Entry fees must be paid in advance & carry over must be declared at the time of entry.
The four divisions are divided by half-second splits between the 1D, 2D, and 3D and a full second split from the 3 to 4D, not by order of finish. In the 4-D format the fastest overall time of a contestant (daily member or annual member) will determine the one-half second time split as follows:
1st Division – Fastest Open time and those who place in this division
2nd Division – Fastest open time plus one-half second and those placing in this division
3rd Division – Fastest open time plus one-half second and those placing in this division
4th Division – Fastest open time plus one-half second and those placing in this division.
A member may ride as many horses as they wish in each class. However, the member with multiple horses entered will receive points only for the highest placing horse within each division. You must run in your draw spot and cannot substitute horses after the draw is posted. 10. The high point winner in the championship standings at the end of the year will be named champion in that division. Year-end ties will be decided by the member with the most money won. If a member earns points in more than one division at the end of the year, and is in the standings for awards in more than one division, they will receive awards for each division in which they placed.
Points will count from Finals until 7 days prior to Finals the following year, with the exception of the CWBRA members Finals barrel race which will also count toward the current year-end standings. Points earned at approved barrel races during the 7 day period prior to Finals shall count for the following years championship standings, provided that the next season’s dues are paid on or before the Finals race of the previous year.
If a barrel racer receives 3 calls to enter and run, approximately 1 minute apart, they will be dropped to the bottom of their respective drag. If they were already bottom of the drag, they will have an additional 3 minutes to begin their run or be turned out without a refund. Event Timing 1. In the event the electric eye does not work, and a qualified run has been made, the competitor must take the hand time. If the electric eye does not work for 51% of the competitive runs, then all competitors will take will take the hand time and CWBRA will not get the 3.00 per run. The 3.00 shall be refunded to the competitors unless they elect to donate the funds to CWBRA. a. A producer has the option to use 2 electric eyes instead of a hand timer if they choose. b. If for some reason both electric eyes do not work and there is no hand time, the competitor has the option of a re-run at the end of the open race or entry fee returned.
Payoff Information
Prize Money: There will be a minimum of 70% of entries paid out in the Jackpot. The total money from entry fees of a race are to be divided with 38% to the 1st Division, 28% to the 2nd Division, 19% to the 3rd Division, 15% to the 4th Division. Added money will be divided in the same ratio, or can be split evenly between all divisions. This is left to the discretion of the member sponsoring the race.
Pay-off scale for jackpots: 01 – 12 entries, 1 monies in each division, (100%) 13 – 20 entries, 2 monies in each division, (60%, 40%) 21 – 30 entries, 3 monies in each division, (50%, 30%, 20%) 31 – 40 entries, 4 monies in each division, (40%, 30%, 20%, 10%) 41 plus entries, 5 monies in each division, (30%, 25%, 20%, 15%, 10%) If this scale is not used at ALL approved barrel races, points WILL NOT count!!
In the event of a tie the monies for the places involved will be added together and split equally among the tying contestants.
Any money that has not been won within a division will be added to the payoff in that division only. If there are no places in a division, the pot may be distributed to the other divisions or may be given to CWBRA for year-end awards. This will be at the discretion of the member who sponsors that race.
Finals and Year-End Awards
Finals will be held on the Western Slope of Colorado within said boundaries. This will be decided by the Finals Director using the most economical, desirable location. This location after decided upon by the Finals Director will be approved by the Board. Rules and regulations for all events at the Finals will be up to the discretion of the Board of Directors.
The dress code for the finals will be decided by the finals director for that year, and it must be posted on the website OR on the finals entry form.
There will be a CWBRA barrel race at Finals. All events at the Finals will be open to anyone with a $5.00 non member fee. Only the CWBRA annual member barrel race will count for the current year’s points and standings.
Awards will be given to the top 5 in each division. If possible, a saddle will be awarded to year-end champions in each division. Depending on the financial status, it will be at the board discretion to stair-step awards.
Any and all additional award donations will be accepted by the Awards Director any time through the year and are encouraged.
If an award is donated and specifically designated as to where it is placed, said donation will be honored, at the discretion of the Board.
All Finals race awards can only be awarded to members. ( 10/13/2018)
