When executed effectively, technical and non-technical policies have the power to impact entire organizations, the individuals inside organizations that they intend to govern, as well as the people and economies/ecologies/systems on the periphery. Despite being profoundly boring instruments, policies are what internal and external authorities fall back on to resolve conflict, find direction, and bring order to relative chaos. Like anything with good intentions that affects the world around us, policies can have violent and harmful intended and unintended consequences. The greater the success of the policy, the greater the (potential) damage.
