CR helped to mobilize support in Congress to create the CFPB, an independent agency responsible for overseeing the financial industry with powers to police abusive practices and to enact new consumer protections.

CR testified before Congress about cable TV fees, following years of advocacy and research. Thousands of CR members contacted lawmakers, and Congress passed a law requiring providers to disclose the total price of service before a consumer signs up.

CR launched the Green Choice rating to help people identify the most environmentally friendly cars, washers, and other products. CR also helped get new greenhouse gas rules for vehicles to reduce emissions and help consumers save money on fuel.

Consumer Sentinel is based on the premise that sharing information can make law enforcement even more effective. A consumer is a person or a group who intends to order, or use purchased goods, products, or services primarily for personal, social, family, household and similar needs, who is not directly related to entrepreneurial or business activities. The term most commonly refers to a person who purchases goods and services for personal use.

"Consumers, by definition, include us all", said President John F. Kennedy, offering his definition to the United States Congress on March 15, 1962. This speech became the basis for the creation of World Consumer Rights Day, now celebrated on March 15. In his speech, John Fitzgerald Kennedy outlined the integral responsibility to consumers from their respective governments to help exercise consumers' rights, including:[1]

In an economy, a consumer buys goods or services primarily for consumption and not for resale or for commercial purposes. Consumers pay some amount of money (or equivalent) for goods or services.[4]) then consume (use up). As such, consumers play a vital role in the economic system of a capitalist system[5]and form a fundamental part of any economy.[6][7][8]

Recently[when?] in marketing, instead of marketers generating broad demographic profiles and Fisio-graphic profiles of market segments, marketers have started to engage in personalized marketing, permission marketing, and mass customization to target potential consumers.[9]

Largely due to the rise of the Internet, consumers are shifting more and more[quantify] toward becoming prosumers, consumers who are also producers (often of information and media on the social web) - they influence the products created (e.g. by customization, crowdfunding or publishing their preferences), actively participate in the production process, or use interactive products.[10][11][12]

The law primarily uses a notion of the consumer in relation to consumer protection laws, and the definition of consumer is often restricted to living persons (not corporations or businesses) and excludes commercial users.[13] A typical legal rationale for protecting the consumer is based on the notion of policing market failures and inefficiencies, such as inequalities of bargaining power between a consumer and a business.[14] As all potential voters are also consumers, consumer protection has a clear political significance.

Concern over the interests of consumers has spawned consumer activism, where organized activists do research, education and advocacy to improve the offer of products and services. Consumer education has been incorporated into some school curricula.[15][citation needed] There are also various non-profit publications, such as Which?, Consumer Reports and Choice magazine, dedicated to assist in consumer education and decision making.

In India, the Consumer Protection Act 1986 differentiates the consumption of a commodity or service for personal use or to earn a livelihood. Only consumers are protected per this act and any person, entity or organization purchasing a commodity for commercial reasons are exempted from any benefits of this act.[16]

Free legal assistance is now available for customers experiencing legal or financing challenges with Property Assessed Clean Energy (PACE) financing. PACE is commonly used to finance rooftop solar projects and energy efficiency upgrades. If customers believe their PACE contracts are unfair or that their contractors misrepresented this program or failed to perform the required work, those consumers can obtain legal advice regarding their rights and potential remedies.

After large-scale recessions, such as the Great Recession of 2007 to 2009, consumers typically become more frugal and sensitive to price. These changes become permanent for some consumers, especially for those who were particularly hard-hit; for others, behaviors revert back to baseline once the economy has stabilized and any personal financial challenges have been overcome.

Many states offer help to consumers with health insurance problems through Consumer Assistance Programs* (CAPs). Through a federal grant, many States have established CAPs in order to better assist consumers experiencing problems with their health insurance or seeking to learn about health coverage options. State CAPs offer direct assistance by phone, direct mail, email, or walk-in locations to help consumers learn how to obtain or use their insurance effectively. CAPs play a critical role in ensuring that consumers are able to find health insurance and are able to access the benefits to which they are entitled.

After gathering specific information about the problem, contact the person who sold you the item or performed the service. Calmly and accurately explain the problem and what action you request. If that person is not helpful, ask for the supervisor or manager and restate your case. A large percentage of consumer problems are resolved at this level.
