The construction “be + to + verb” is a formal construction that is used
to talk about arrangements for the future /what we expect (would like) to happen
to say or ask what someone should do or what should happen
to give an instruction or command
(Well, I beg to differ. This teacher (and many others) are actually teaching you this expression, and would be over the moon if you used it accurately and appropriately).
